Cheonan City Boosts Green Mobility with Electric Motorcycle Subsidies, Incentivizing Scrappage of Polluting Vehicles

Cheonan, South Korea – In a proactive move to combat air pollution and foster a greener urban environment, Cheonan City has unveiled a subsidy program aimed at encouraging the adoption of electric motorcycles. The initiative, announced on April 29th, will provide financial assistance for the purchase of 50 electric two-wheelers during the first half of this year. The city is also offering an additional incentive for residents and businesses willing to decommission their existing internal combustion engine motorcycles.

The application window for the subsidy program is open until June 27th, although Cheonan City officials have cautioned that the program may conclude earlier should the allocated budget be fully utilized before the deadline. Eligibility criteria stipulate that applicants must be residents of Cheonan City with a registered address for at least 30 days prior to the application date. Corporations and institutions, including public entities, with business operations located within Cheonan are also eligible to apply.

The financial support offered varies depending on the classification of the electric motorcycle. Prospective buyers can receive subsidies up to 1.4 million KRW for light models, 2.3 million KRW for small models, 2.7 million KRW for medium and other types, and 3 million KRW for large models. Detailed information regarding eligible vehicle models and the specific subsidy amounts for each category can be accessed through the official Electric Vehicle Purchase Subsidy System website (www.ev.or.kr), managed by the Korea Environment Corporation. In a bid to ensure that the benefits of this green initiative reach vulnerable segments of the population, Cheonan City is offering enhanced subsidies for certain groups. Individuals identified as being part of vulnerable social groups, small business owners, and farmers who purchase electric motorcycles will be eligible for an additional 20% of the national government’s subsidy. Furthermore, recognizing the growing demand for eco-friendly delivery options, an extra 10% in subsidies will be provided to those purchasing electric motorcycles for commercial delivery purposes.

A significant aspect of Cheonan’s program is the added incentive for the disposal of older, more polluting vehicles. Individuals who scrap their existing internal combustion engine motorcycles and subsequently purchase a new electric model will receive an additional 300,000 KRW in support, within the overall maximum subsidy limit for their chosen electric vehicle type. This measure aims to accelerate the replacement of older, less environmentally friendly vehicles with cleaner alternatives.

The application process has been streamlined for convenience. Interested individuals and businesses are required to visit an authorized electric motorcycle dealership and finalize a purchase agreement for their chosen vehicle. Subsequently, the vehicle manufacturer or importer will handle the application submission process on behalf of the buyer through the ‘Electric Vehicle Purchase Subsidy System’. This system ensures a centralized and efficient process for managing subsidy applications and approvals.

Lee Jae-soon, Head of Cheonan City's Climate and Energy Division, emphasized the environmental benefits of electric motorcycles, stating, "Electric motorcycles produce virtually no noise or emissions, making them a significant asset in improving the air quality and overall environment of our urban areas." He further expressed optimism that the program would encourage widespread adoption of electric two-wheelers, contributing to a "more pleasant and sustainable city" through the "voluntary participation and transition of our citizens."
