SEOUL — South Korea has officially unveiled an ambitious national roadmap titled the "Agentic AI Initiative," aimed at pre-empting the rapidly emerging global market for execution-oriented artificial intelligence. Announced during the 11th Ministerial Meeting on Science and Technology, the joint inter-departmental strategy marks a decisive policy shift from traditional, passive generative AI models (such as text-producing LLMs) to proactive, goal-driven autonomous AI agents.

The initiative, spearheaded by the Ministry of Science and ICT (MSIT) in collaboration with key government ministries, targets the fundamental transformation occurring in the global AI landscape. As artificial intelligence evolves from merely generating text and media toward performing complex multi-step workflows, managing digital tools, executing software code, and interacting autonomously with real-world infrastructure, South Korea aims to position itself as a global hub for agentic execution ecosystems.

The government’s masterplan is structured around three foundational strategic pillars:

Leading Safety and Trust Governance in Autonomous Systems

As AI agents gain operational autonomy—such as placing API calls, spending money, modifying files, and taking direct actions in software environments—they introduce unprecedented systemic risks. These include unauthorized privilege escalation, goal drift (where an agent strays from its original objective), data leakage across integrated platforms, and ambiguous legal liability when automated decisions cause economic damage.

To mitigate these challenges, MSIT announced that it will publish the ‘Agentic AI Safety and Reliability Guidelines’ within the year. This regulatory framework will establish concrete standards for:

Personal Data & Sensitive Information Protection: Safeguarding private user data when agents interface with third-party software and external APIs.
Granular Privilege Management: Setting hard boundaries on actions AI agents can execute without explicit human authorization (Human-in-the-Loop mechanisms).
Goal Alignment & Containment: Safeguards preventing multi-agent systems from compounding errors or spiraling into unintended infinite execution loops.
Furthermore, South Korea plans to build a dedicated evaluation architecture to benchmark the performance, safety, and reliability of autonomous agents. Utilizing the public-private ‘Agentic AI Alliance’ (launched in April 2026), the government will refine protocols for AI Agent Identity Verification (Agent ID) and establish formal accountability guidelines across software developers, enterprise deployers, and end-users.

Establishing an Open Execution-Centric Infrastructure

To ensure domestic technology independence and prevent lock-in to monolithic foreign platforms, South Korea is investing heavily in open, native execution technologies spanning hardware, software, and middle-layer orchestration.

Key technological initiatives include:

AI Agent Operating System (AI OS): Research and development into fundamental core technology for an OS layer designed specifically to orchestrate foundation models, inference optimization, multi-agent frameworks, and external tool execution APIs seamlessly.
Token-Efficient Execution Engine: High-performance runtime architectures optimized to reduce token consumption during recursive agent thought loops, significantly lowering operating costs for businesses.
AI Agent Tool Marketplace: Supporting the creation of everyday, consumer-centric, and industrial-grade agent tools, alongside a unified marketplace where developers can publish, share, and monetize agent tools.
Sovereign Compute & Data Infrastructure: Allocation of high-performance GPU resources and tailored training datasets to domestic AI model developers, enhancing the tool-use, reasoning, and planning capabilities of Korean foundation models. Enterprise developers will be provided with multi-model choice environments to avoid single-vendor lock-in.

Demand-Driven Adoption: Flagship Projects and Industrial AX

To ensure that the technology directly translates into economic value and productivity gains, the government is launching two major application programs:

The "AI for Everyone" Project (모두의 AI 프로젝트): Designed to empower the general public and small business owners to leverage customized AI agents to automate daily administrative tasks, create new economic value, and enhance digital accessibility.
The "AI Agent Flagship Project" (AI에이전트 플래그십 프로젝트): A massive consortium-based initiative spanning the entire AI value chain—integrating foundation model providers, cloud infrastructure vendors, agent developers, and major enterprise end-users. This flagship effort will fund real-world deployment and validation of autonomous agents across core industries including manufacturing, smart logistics, healthcare, defense, and fintech.
To nurture high-growth startups and facilitate corporate AI transformation (AX), the government will offer specialized enterprise consulting and expand access to the ICT Regulatory Sandbox. This will allow cutting-edge agentic services to be field-tested under temporary regulatory exemptions while formal laws are updated incrementally.

Strategic Context: A Dynamic, "Moving Target" Policy Approach

The Ministerial Meeting on Science and Technology also covered a series of interconnected high-tech initiatives aimed at strengthening South Korea's broader deep-tech competitiveness. These included:

Next-Generation Small Modular Reactors (SMRs): Strategies for technological development and industrial export pathways.
Defense Semiconductor Localization: Building a self-reliant domestic ecosystem for defense-grade chips.
Physical AI for Smart Ports: Deploying autonomous robotics and physical AI systems across maritime port infrastructure.
Public AX Privacy Protection Guidelines: Establishing clear privacy standards for AI adoption across public sector agencies.
National GPU Support Strategy: Expanding state-backed compute allocations for priority AI projects.
Bae Kyung-hoon, Deputy Prime Minister and Minister of Science and ICT, highlighted the paradigm shift during his opening remarks:

"Agentic AI is far more than just a technological innovation; it represents a fundamental turning point that will reshape our ways of working and transform the broader economy and society. We are committed to establishing a robust, safety- and trust-based agentic AI ecosystem so that our citizens and enterprises can capture new opportunities and drive value creation in the agentic era."
Acknowledging the rapid evolution of dynamic AI architectures, MSIT stated it will adopt a "moving target" strategy—continuously updating technical specifications and policy blueprints in close collaboration with the Agentic AI Alliance to maintain agility in the global AI race.
