Seoul, South Korea – As winter approaches, Seoul City has announced a comprehensive plan to protect vulnerable residents from the cold. The city will be distributing energy vouchers to low-income households and implementing various measures to prevent homelessness and ensure the well-being of those most at risk.

Energy Vouchers

Starting from December 12th, eligible low-income households can apply for energy vouchers to help offset their heating costs. To qualify, households must meet specific income and household composition criteria, including being recipients of national basic living benefits. The voucher amount will vary based on household size, with one-person households receiving 254,500 won and four or more person households receiving 599,300 won.

Winter Comprehensive Measures

To provide additional support during the winter months, the city will be implementing a range of measures, including:

Enhanced support for the homeless: The city will increase funding for providing heating supplies, fuel, and food to residents of jjokbangchon (semi-basement dwellings) and will expand the number of emergency shelters.
Health checks for elderly individuals: The city will conduct regular health checks for over 37,000 elderly individuals who require care.
Increased support for homeless individuals: The city will double the number of staff members working to assist homeless individuals and will increase the frequency of street outreach and patrols.
Emergency response: The city will establish a 24-hour disaster safety headquarters to respond to snow and ice emergencies, and will implement a flexible public transportation system to ensure essential services continue to operate during severe weather conditions.
Air quality management: The city will implement stricter air quality regulations, including a ban on the operation of older vehicles during the winter months.

Winter Safety Measures 

To address the potential for frozen pipes and other winter-related issues, the city will establish a 24-hour emergency response team. Additionally, the city will conduct regular inspections of heating systems and other infrastructure to prevent accidents.

By implementing these measures, Seoul City aims to ensure that all residents have access to safe and warm housing during the winter months.
