ASUNCIÓN, Paraguay — As part of the 2025 'Paraguay Business Week,' President Santiago Peña officially promulgated three key laws aimed at propelling the nation's economy forward. The new legislation, introduced at the 'Alto Paraná Investment Forum,' focuses on attracting investment, modernizing the maquila industry, and promoting technological production. This strategic move is seen as a way to not only create domestic jobs but also to strengthen regional economic integration with neighboring countries like Brazil and Argentina.

President Peña stated, "These laws are not about taking jobs away from Brazil or Argentina. They are about attracting investment from Asia and Europe to benefit our entire region." He emphasized, "Paraguay's development will happen together with Brazil and Argentina." This statement highlights Paraguay's vision of not just limiting itself to its own economic growth but of becoming a key economic hub for the MERCOSUR-centered South American community.

Key Details of the New Economic Laws 

The recently enacted laws are designed to be a significant improvement on existing systems that have been in place for over 30 years.

1. New Investment Incentives Law 

This law, which replaces the existing 'Law 60/90,' is designed to actively attract both domestic and foreign capital to Paraguay. Its main features include:

Comprehensive Tax Exemption: Provides tax exemptions on the import of capital goods and production equipment to significantly reduce initial investment burdens.
Expansion of Eligibility Criteria: Expands the scope of investment attraction beyond traditional manufacturing to include new and emerging service sectors like tourism and entertainment.
Flexibility in Asset Transfer: Guarantees a stable business environment for investors by allowing them to maintain existing tax benefits when transferring investment assets.
This law demonstrates Paraguay's commitment to attracting global capital and is expected to foster growth across various industries.

2. Modernization of the Maquila Regime 

The maquila industry is a central pillar of Paraguay's economy, and this new law focuses on modernizing the system to align with international trade standards.

Introduction of Service Maquila: Extends the existing maquila system, which was previously limited to manufacturing, to include service sectors such as software and call centers. This will be a crucial step in diversifying the Paraguayan economy and nurturing high-value-added industries.
Institutional Strengthening: The National Tax Directorate (DNIT) and the Ministry of Labor (MTESS) will join the 'National Industrial Council' to enhance the transparency and efficiency of the maquila industry's operations.
Expansion of Maquila Investment Benefits: Provides tax benefits to all maquila companies, including service firms, to boost industrial competitiveness.

3. National Technological Production and Assembly Policy 

This law is aimed at intensively fostering the domestic production and assembly of technological products like electrical, electronic, and digital devices.

Tax Support: Provides tax exemptions on the import and domestic purchase of raw materials and components necessary for production, thereby lowering production costs.
Market Revitalization: Creates favorable conditions for the distribution and sale of final products, such as home appliances and mobile phones, to revitalize the market.
This policy is expected to help Paraguay achieve qualitative growth in its manufacturing sector and solidify its domestic production base by fostering cooperation with technologically advanced countries.
