Expanding the project from children's parks to small-scale daycare centers... Eliminating blind spots in pedestrian safety

Bucheon City has strengthened pedestrian safety for children by installing the child pedestrian safety facility "Yellow Rainbow" at 28 locations around small-scale daycare centers where it is difficult to designate child protection zones.

This project was promoted to supplement traffic safety facilities around small-scale daycare centers that are not designated as child protection zones. Under current standards, daycare centers with a capacity of 100 or more children are eligible for designation as child protection zones, and those with a capacity of less than 100 children can also be designated if they meet certain requirements. Among the 393 daycare centers in Bucheon City, 380 are small-scale facilities with a capacity of less than 100.

"Yellow Rainbow" is a highly visible yellow semi-circular anti-slip pavement installed on roads around facilities frequently used by children, such as daycare centers. It is a facility that alerts drivers and secures a safe walking environment for children.

Along with the Yellow Rainbow, the city also installed pedestrian caution signs and facility information banners so that drivers can easily recognize that it is a child pedestrian zone.

The city preferentially reviewed locations vulnerable to pedestrian environments, such as those located on residential back roads without sidewalks or pathways, or with roadside parking and illegal parking. Afterwards, 28 installation target areas were selected through daycare center visits and on-site investigations. The installation locations can be found in the "What's New" section on the Bucheon City website.

Starting in 2024, the city has promoted the Yellow Rainbow project centered around children's parks, completing installations at a total of 39 locations (9 locations in 2024 and 30 locations in 2025). Starting this year, the city plans to expand the scope of the project not only to children's parks but also to small-scale daycare centers around residential roads, thereby reducing blind spots in children's pedestrian safety.

Cho Jeong-hyung, head of the Traffic Policy Division at Bucheon City, said, "Detailed safety measures are needed on residential roads frequently used by children," adding, "We will continuously create a pedestrian environment where children can commute with peace of mind."
