MANILA, Philippines – The Philippine National Oil Company (PNOC) has taken a significant step in boosting the country's offshore wind energy sector by signing a memorandum of understanding (MoU) with the Batangas provincial government. The agreement, signed on March 13, focuses on exploring the development of an offshore wind integration port in Batangas province.

Under the MoU, PNOC will spearhead crucial exploratory activities, including feasibility studies, site identification, and initial consultations with industry experts and government agencies. The Batangas provincial government will provide essential support through technical assistance, regulatory coordination, and stakeholder engagement, facilitating data collection and community discussions.

"This cooperation will send the right signal to investors, as they look for strong alignment between local and national governments. As PNOC continues to strengthen collaboration with LGUs, we recognize their critical role in energy development initiatives," stated Oliver B. Butalid, PNOC President and CEO.

The strategic location of Batangas, proximal to numerous offshore wind energy service contracts, makes it an ideal site for this port development, according to PNOC. This initiative aligns with the Philippines' ambitious goals outlined in the World Bank and Department of Energy (DOE) 2022 Offshore Wind Roadmap, which projects a potential installation of up to 21 GW of offshore wind capacity by 2040 with proper government and policy support.

This development follows the DOE and Philippine Ports Authority (PPA) announcement last year regarding the repurposing of three strategic ports—Currimao in Ilocos Norte, Batangas in Sta. Clara, Batangas City, and Jose Panganiban in Camarines Norte—to support the burgeoning offshore wind industry.

Furthermore, the DOE has revealed that the fifth round of the Green Energy Auction (GEA-5), specifically dedicated to offshore wind projects, is set to commence in the third quarter of 2025, signaling the Philippines' commitment to expanding its renewable energy portfolio. This port development in Batangas is expected to play a vital role in supporting these future offshore wind projects.
