Peru Seeks Public Input on Draft Regulations for Small-Scale Mining Formalization

LIMA – The Ministry of Energy and Mines (Minem) has taken a significant step towards the formalization of small-scale and artisanal mining in Peru by publishing a draft supreme decree. This decree outlines the regulatory provisions for Law No. 32213, which establishes the governing body and extends the deadline for the comprehensive mining formalization process.
Public Consultation Period
The Minem has announced a 15-day public consultation period, starting from February 16th, 2025, to gather feedback on the proposed regulations. Citizens and stakeholders are encouraged to submit their opinions, comments, and contributions to the General Directorate of Mining Formalization. Submissions can be made in writing to the Ministry's office in San Borja, Lima, or via email to reglamentoley32213@minem.gob.pe.

Law No. 32213 is a crucial piece of legislation aimed at bringing small-scale and artisanal mining activities into the formal economy. It seeks to ensure that these operations comply with environmental and labor standards, contributing to sustainable development and reducing the negative impacts often associated with informal mining.
Previous Extension
The formalization process has already seen extensions, with a previous deadline set for June 2025. This new decree and the public consultation process demonstrate the government's commitment to establishing a solid regulatory framework for the sector.
