Innovative Financial Product Aims to Protect Endangered Jaguars and Support Local Livestock Farmers, Debuting in Misiones Province
Expected to Serve as a Global Model for Human-Wildlife Conflict Resolution

Argentina has garnered global attention with the launch of the world's first insurance product designed to protect endangered jaguars while simultaneously supporting local livestock farmers. Spearheaded by the United Nations Development Programme (UNDP), this innovative insurance solution was developed through a collaborative effort involving the Misiones provincial government, the insurance company Río Uruguay Seguros, and local environmental conservation organizations including Aves Argentinas. It offers a dual benefit: compensating for livestock losses due to jaguar attacks while contributing to the conservation of the jaguar species.

 
Efforts Towards Coexistence Between Endangered Jaguars and Humans

In Argentina, jaguars are classified as a 'critically endangered species,' with their population dramatically declining. Habitat loss has forced jaguars closer to human settlements, leading to frequent instances of livestock and pets falling prey to them. Retaliatory killings are identified as one of the primary causes of jaguar deaths. In Argentina, the economic value of a single jaguar is estimated at approximately $1.8 million USD (about 2.4 billion KRW), highlighting their crucial role in the ecosystem.

This insurance initiative is the result of a public-private partnership led by the UNDP Argentina office, funded by the German Ministry of Economic Cooperation and Development. The insurance aims to reduce retaliatory killings, raise awareness about the jaguar's endangered status, and emphasize the importance of jaguars within the local ecosystem.

Achim Steiner, UNDP Administrator, stressed, "Innovative financial mechanisms like insurance can be one of the most powerful tools to address biodiversity loss, climate change, and inequality." He added, "Argentina’s world-first jaguar protection insurance was made possible by strong public-private cooperation and has the potential to protect up to $4 trillion (about 5,400 trillion KRW) worth of ecosystem services provided by jaguar habitats across Latin America."

 
Successful Pilot Program in Comandante Andresito

The insurance product is being piloted in the municipality of Comandante Andresito in Misiones Province, an area that has experienced the highest number of livestock losses due to jaguars. Purchased by the provincial government from Río Uruguay Seguros, this insurance covers cattle, pigs, sheep, goats, poultry, and pets (dogs and cats). It is provided free of charge to residents and has no deductible. Insurance claims are verified by Aves Argentinas, with support from park rangers from the Ministry of Ecology.

Once an incident is confirmed, affected farmers receive compensation via a digital wallet or bank account. Simultaneously, a support plan is activated to improve livestock protection and prevent future incidents. This initiative includes regular on-site visits to help producers enhance their security measures and encourages the broader adoption of these practices within the community.

Facundo López Sartori, Minister of Agro-Production for Misiones Province, stated, "Argentina's jaguars are more than just powerful cultural symbols. They contribute to national environmental and economic stability." He added, "Through joint efforts with UNDP and Río Uruguay Seguros, we are proudly advancing coexistence between the province’s key productive sectors and jaguars, one of Latin America’s most iconic species."

 
Expectations for Global Replication

This pilot program is being closely monitored to evaluate the potential for expanding the insurance product to other regions of Argentina, as well as across Latin America and the Caribbean. If the pilot is successful, the Misiones provincial government plans to expand the insurance coverage throughout the province.

Human-wildlife conflict is a growing global challenge, and the UNDP views this insurance solution as a model that can be replicated worldwide. The initiative aims to demonstrate how goals of livestock production, wildlife conservation, and sustainable development can be harmonized through an innovative insurance product.

This initiative allows us to actively support biodiversity conservation while assisting local livestock producers."

The launch of Argentina's jaguar protection insurance presents a new path for human-wildlife coexistence. If replicated globally, it is expected to significantly contribute to biodiversity conservation and sustainable development.
