South Korea Unveils Ambitious Plan to Promote Green Buildings

Seoul, South Korea – The Ministry of Land, Infrastructure and Transport has announced the finalization of the 3rd Green Building Basic Plan (2025-2029), a comprehensive roadmap aimed at addressing climate change and achieving carbon neutrality in the building sector.
The plan, mandated by the Green Building Promotion Act, outlines key strategies to accelerate the adoption of green building practices in South Korea. These include fostering a robust green building ecosystem, expanding green remodeling projects, increasing the number of zero-energy buildings, and promoting the development of innovative green building technologies.
One of the most significant changes is the integration of the zero-energy building certification system with the building energy efficiency rating system. This streamlined process is expected to reduce administrative burdens and accelerate certification. Additionally, the minimum certification level for zero-energy public buildings will be raised, demonstrating the government’s commitment to leading by example.
To further promote green building practices, the government will implement a phased mandatory green remodeling system for public buildings. This initiative, combined with strengthened energy efficiency standards for private buildings, is anticipated to significantly improve the overall energy performance of buildings and reduce greenhouse gas emissions.
“The 3rd Green Building Basic Plan serves as a long-term roadmap for achieving carbon neutrality in the building sector,” said Jang Woo-cheol, Director-General of the Building Policy Division at the Ministry of Land, Infrastructure and Transport. "We are committed to the full implementation of this plan, starting with the integrated zero-energy building certification system."
