Cheonan Mayor Chang Ki-soo: “We Must Protect Semiconductor Investments”… Strengthening External Response

Comprehensive survey on investment trends… Requesting close response to the regular session of the National Assembly
Cheonan Mayor Chang Ki-soo has ordered the city leadership to concentrate their external administrative capabilities on preventing the outflow of investments from semiconductor companies—a core regional industry—and securing national and provincial funding to resolve pending issues.
At the expanded executive meeting held on the 1st, Mayor Chang emphasized, “It is time to actively strengthen our external macroeconomic roles by adopting corporate trend response and securing national budgets as our two major pillars. I ask that directors and bureau heads focus on external coordination and resolving pending issues.”
Addressing the situation where major companies are contemplating factory expansions equivalent to new construction due to additional volume demands from large corporations, Mayor Chang instructed, “Please conduct a comprehensive survey of the current investment trends among semiconductor-related companies in the region.”
He diagnosed, “Companies are standing at a critical crossroads between reinvesting in Cheonan versus relocating to adjacent local governments or the southwestern region (Gwangju and South Jeolla Province). Given that neighboring municipalities are even mentioning the free long-term provision of land, our city must also prepare corresponding incentives.”
He stressed, “Thoroughly understand the trends of companies pondering over how to secure more incentives, and if necessary, form and respond with a dedicated task force (TF) at the city level. If needed, the mayor will personally visit company executives to listen to their difficulties.”
Regarding the acquisition of national and provincial funds to resolve municipal issues, Mayor Chang also ordered all-out cooperation aligned with the regular schedule of the National Assembly.
Mayor Chang emphasized, “Starting from the standing committee review stage of the regular National Assembly, we must cooperate closely with local lawmakers to thoroughly highlight the justification of unreflected pending issues. When issues are brought to light at the standing committee stage, the probability of them being reflected in the government's basic plan establishment at the end of the year and the notification process at the end of January increases significantly.”
He added, “We must also communicate during the budget adjustment process of the National Assembly's Special Committee on Budget and Accounts to actively explain the project feasibility so that regional pending project budgets are reflected to the maximum extent possible.”
