Korean Nationals Abroad Can Now Verify Their Identity Remotely Without a Korean Mobile Phone or Visiting Overseas Missions

The Korean Overseas Koreans Affairs Association (KOA) announced on November 28th that it will be launching a pilot service for the "Overseas Korean Certification Center" in collaboration with the Ministry of Science and ICT, the Ministry of the Interior and Safety, and the Digital Platform Government Committee. This new service aims to enhance the accessibility and convenience of domestic digital services for Korean nationals residing overseas.
Following a memorandum of understanding signed with the relevant government agencies in March (March 11, 2024), the KOA has developed a remote identity verification system for overseas Koreans (Overseas Korean Certification Center) based on electronic passports.
Previously, Korean nationals living abroad had to visit distant overseas missions to obtain public or financial certificates to use domestic online services, and even with these certificates, they were required to verify their identity using a domestic mobile phone, placing them in a digital blind spot.
However, now, Korean nationals can obtain an Overseas Korean Certificate remotely through a private application if they ① are registered as an overseas Korean, ② have a resident registration number, and ③ possess a valid electronic passport.
The KOA and the government expect this pilot service for issuing Overseas Korean Certificates to resolve the issue of overseas Koreans being excluded from domestic digital services and to continuously provide proactive and inclusive services so that overseas Koreans no longer have to bear unnecessary social costs.
