UK Trade Envoy Visits Paraguay, Accelerating Push into South American Market

ASUNCIÓN, PARAGUAY – The United Kingdom is actively moving to strengthen economic cooperation with the South American market. Fabian Hamilton, the UK's Trade Envoy for the Southern Cone region, recently visited Paraguay to explore new partnership opportunities in various sectors including trade, investment, sports, clean energy, and sustainable development. This visit is part of the UK's "Plan for Change," aimed at bolstering international relations and generating mutual economic benefits, signaling a renewed strategic focus by the UK on the South American region.

 
Renewed UK Interest in the South American Region

Trade Envoy Hamilton's visit to Paraguay clearly demonstrates the UK government's renewed diplomatic and economic efforts in Latin America, particularly in the Southern Cone. This region, encompassing Argentina, Chile, Uruguay, and the primary focus of this visit, Paraguay, is a market with rich natural resources and significant growth potential. For the UK, which has been actively seeking new trade partners post-Brexit, this region is emerging as a highly attractive alternative.

Danielle Dunne, the British Ambassador to Paraguay, welcomed Trade Envoy Hamilton's visit, stating, "It is a pleasure to host a UK Parliamentary Trade Envoy in Paraguay. His visit will be an important step in strengthening trade ties and exploring new partnership opportunities." Ambassador Dunne also accompanied Trade Envoy Hamilton to visit the Asunción train station, demonstrating an interest in Paraguay's key infrastructure and development projects. This indicates a desire to explore ways in which the UK can contribute to Paraguay's sustainable development, beyond just increasing trade volume.

During his visit, Trade Envoy Hamilton met with Paraguayan authorities and key stakeholders to explore contributions from UK experts and new export opportunities in several sectors, including: agricultural technology and food processing, infrastructure development (especially transport and energy), renewable energy (hydroelectric, solar, bioenergy, etc.), education and technical training, and sports industry cooperation. Despite being a landlocked South American country, Paraguay boasts excellent hydroelectric potential and active agricultural production based on fertile land, making it a promising market for UK technology and capital.

 
UK's Global Trade Strategy and Trade Envoy Program

The UK is actively working to expand its diplomatic footprint globally and promote trade relations and British national interests. Paraguay, in particular, is recognized as an important market within the Southern Cone, and the UK aims to strengthen commercial ties with this region as part of its broader international trade strategy.

The UK's Trade Envoy program is an essential network of Members of Parliament who support the government's growth mission. They provide additional international trade and investment support to ministers. Currently, 32 Trade Envoys cover 79 markets across six continents, engaging in key trade opportunities identified by the government. They play a crucial role in supporting the Department for Business and Trade's growth priorities, particularly in executing industrial and trade strategies and attracting foreign direct investment to all regions of the UK. They complement the work of ambassadors, high commissioners, and His Majesty’s Trade Commissioners in each market.

This Trade Envoy program is one of the core strategies for strengthening the UK's position in the global trade environment and opening new markets post-Brexit. By departing from the large European Union (EU) market, the UK is actively seeking new economic avenues through free trade agreements (FTAs) and deeper trade relations with various countries worldwide, including former Commonwealth nations.

 
Potential and Opportunities in the Paraguayan Market

Paraguay is one of the fastest-growing economies in South America, actively attracting foreign investment with stable macroeconomic policies and low taxes. The agricultural sector, in particular, is a core driver of the Paraguayan economy, with active production and export of major agricultural products such as soybeans, corn, and beef. The UK's advanced agricultural technology, food processing expertise, and related investment and infrastructure development capabilities are crucial elements that can contribute to Paraguay's agricultural modernization.

Furthermore, Paraguay possesses excellent clean energy production capabilities through large-scale hydroelectric power plants like the Itaipu Dam. Based on this potential, Paraguay shows significant interest in green energy transition and sustainable development. The UK's expertise in clean energy technologies, energy efficiency solutions, and green finance can make it an important partner in achieving Paraguay's goals.

However, entering the Paraguayan market also presents several challenges. Factors such as a lack of transparency, corruption issues, bureaucracy, and a relatively small market size are considerations for foreign investors. Additionally, being a landlocked country can lead to increased logistics costs.

Nevertheless, Trade Envoy Hamilton's visit to Paraguay demonstrates that the UK highly values this potential and is actively exploring opportunities. If the UK's advanced technology and financial capital combine with Paraguay's growth potential, it is expected to create mutually beneficial synergies for both countries. The focus now is on seeing the cooperative areas discussed during this visit translate into concrete outcomes, further deepening bilateral relations.
