During a recent ceremony to present his credentials to President Donald Trump, Gustavo Leite, the Paraguayan Ambassador to the United States, caused a stir by alleging that China is attempting to politically interfere in Paraguay by providing election funds to the opposition party. The meeting is seen as a move to forge a new relationship with Trump, especially given that bilateral relations were strained during the Joe Biden administration when a former Paraguayan president was designated a "significantly corrupt person."
On Sunday, Ambassador Leite described the meeting with Trump on his social media account, calling it "a moving and cordial occasion" that "signifies the beginning of a new era of prosperity and cooperation to improve the lives of the people of both nations." During the meeting, Leite officially expressed discomfort with the Biden administration's treatment of Paraguay. Trump reportedly responded that "such a thing would not happen during his term, and the two countries would work together." Leite expressed hope that this meeting could transform the relationship with the U.S. from a one-sided one to a mutually respectful "bilateral relationship."
Warning Against China's Attempt at Political Interference
Ambassador Leite expressed deep concern, in particular, about China's attempts to expand its political influence. In an interview, he stated, "China is interfering in our election system, bribing politicians, and attempting to provide vast funds to the opposition party." He emphasized that these actions violate the Paraguayan constitution, adding that "sharing information with the U.S., which has the world's best intelligence, is important for Paraguay's security." He stressed that Paraguay must strengthen its alliance with the U.S. to prevent Chinese intervention.
Exploring Ways to Strengthen Security and Market Access
Leite cited strengthening security and combating international crime as key benefits that Paraguay seeks from its new relationship with the United States. He noted that Paraguay could enter the U.S. market and play a role in replacing Chinese products, hinting at the potential for expanded economic cooperation between the two countries. He specifically emphasized the importance of bilateral cooperation to solve transnational crimes, such as the war on drug cartels. He also added that members of the Paraguayan Congress have expressed a desire to strengthen ties with the U.S. Congress, indicating that the relationship could expand beyond the government level to the legislative level.
Ambassador Leite's remarks clearly show the Paraguayan government's intent to solidify its pro-U.S. foreign policy. Paraguay is one of the few countries in South America that maintains diplomatic relations with Taiwan. It is adopting a strategy of strengthening its ties with the U.S. to counter pressure from China. This diplomatic move makes it worth watching what position Paraguay will establish in the future amidst the geopolitical competition between the U.S. and China.
