Singapore Bolsters Maritime Training to Navigate the Future of Technology

Singapore - The Maritime and Port Authority of Singapore (MPA) is proactively enhancing its maritime training programs to equip professionals with the crucial skills needed to thrive in an era of rapid technological advancement. Recognizing the transformative impact of automation, cybersecurity, artificial intelligence, unmanned vehicles, advanced navigational technologies, and digital transformation, the MPA is forging strategic partnerships and expanding learning opportunities to ensure Singapore remains a leading global maritime hub.

A significant step in this direction is the newly established collaboration with Republic Polytechnic (RP). The MPA and RP have signed a Memorandum of Understanding (MoU) to launch a specialized Unmanned Aircraft (UA) Pilot Training Programme. This initiative aims to cultivate advanced competencies in both MPA and commercial UA pilots, enabling them to effectively deploy drones for a wide array of maritime applications. These include critical tasks such as vessel inspections, environmental emissions monitoring, and providing vital support during emergency response situations.

The comprehensive training curriculum will cover essential skills such as take-off and landing procedures from vessels, critical emergency protocols at sea, and complex Beyond Visual Line of Sight (BVLOS) operations. Pilots will also receive specialized training in operating sophisticated drone technology, including electro-optics, infrared, radar imaging, advanced sensors, multispectral imaging, and tethered drone systems designed for extended surveillance and monitoring capabilities.

This five-year partnership outlines ambitious goals, including the development of competency frameworks specifically tailored for UA pilots operating within maritime environments. The programme aims to train over 20 MPA UA pilots annually. Furthermore, the MPA and RP will collaborate on exploring the creation of a dedicated maritime-specific qualification for UA pilots, setting a new standard for expertise in this burgeoning field.

The collaboration will also provide invaluable opportunities for RP students through internship placements with the MPA. This hands-on experience will offer practical insights into unmanned systems operations within the port and maritime safety domains, potentially opening doors to future career pathways. Additionally, RP lecturers and students will contribute their expertise to crucial policy discussions, safety standard development, and the shaping of regulatory frameworks for maritime drone operations.

Looking ahead, the MPA is set to trial innovative drone capabilities in 2025. These trials will include coordinated drone operations for efficient chemical spill management and the implementation of a sophisticated Maritime Drones Traffic Management System designed to enhance safety and operational efficiency within Singapore's busy port waters.

Building on existing infrastructure, the Maritime Drone Estate, launched in 2021, will undergo further expansion. This strategic move will provide enhanced support for commercial drone services, facilitating remote inspections, efficient shore-to-ship deliveries, and other innovative applications. These initiatives underscore Singapore's unwavering commitment to fostering safe, resilient, adaptive, fuel-efficient, and sustainable maritime operations.

In parallel to its advancements in unmanned systems, the MPA has renewed its MoU with Dalian Maritime University (DMU) in China. This renewed partnership signifies a continued commitment to strengthening talent development and fostering academic exchange between Singapore and China. Building upon the strong foundation established since 2021, the collaboration will now place an even greater emphasis on enhancing expertise in the critical areas of digitalisation and decarbonisation within the maritime sector.

Key areas of focus under this renewed agreement include the adoption of clean energy and sustainable practices, the digital transformation of maritime operations, environmental management, maritime safety, the integration of hydrogen fuel, the implementation of green technologies, advancements in navigational technologies, and the development of smart port management systems.

Through this collaboration, the MPA and DMU will continue to facilitate valuable faculty exchanges, study visits, and student exchange programmes between Singapore and Dalian. MPA trainers, including experienced subject matter experts and adjunct trainers, will actively contribute to joint maritime training and research initiatives, sharing their practical knowledge and insights.

DMU, renowned for its world-class facilities and its leading role in autonomous ship technology, recently launched its third ocean-going autonomous training vessel. This significant development further solidifies DMU's position at the forefront of smart and sustainable shipping innovations and highlights the critical importance of international collaboration in shaping the future of maritime education and technology.

Mr Teo Eng Dih, Chief Executive of the MPA, emphasized the vital role of these partnerships, stating, "As the maritime industry evolves at an unprecedented pace, our collaboration in maritime education and training is more crucial than ever in preparing the next generation of maritime professionals. This agreement with Dalian Maritime University will significantly enhance talent development and knowledge sharing between Singapore and China, fostering innovation and sustainability within the maritime sector."

Professor Shan Hongjun, President of DMU, echoed this sentiment, noting that the renewed MoU reaffirms the strong commitment to ongoing collaboration, further strengthening the mutual development and the bonds of friendship between both esteemed institutions.

Through these strategic and forward-thinking partnerships, the MPA is actively reinforcing Singapore's position as a leading global maritime hub. By proactively investing in the training and development of maritime professionals, ensuring they are equipped with cutting-edge skills and in-depth knowledge in an increasingly digital and technology-driven landscape, Singapore is navigating towards a future of maritime excellence.
