Samcheok City Battles Heatwave with 'Conscience Umbrellas,' Prioritizing Citizen and Tourist Heatstroke Prevention

Samcheok City has launched its 'Conscience Umbrella Rental Service' to help citizens and tourists prevent heatstroke in anticipation of the scorching summer heat. This initiative, part of the city's heatwave response period from May 29 to September 30, involves establishing 'Conscience Umbrella Rental Stations' at five major tourist destinations and four community centers in Samcheok. This proactive measure aims to protect the health of citizens from the increasingly early and intense heatwaves caused by climate change.

 
'Conscience Umbrellas' Placed at 9 Key Locations for Free Use

The 'Conscience Umbrella' rental stations are strategically located in Samcheok's representative tourist attractions and areas with high foot traffic. The five selected tourist spots include Jukseoru Pavilion, known for its stunning scenery; Isabu Lion Park, famous for its unique sculptures; Haesindang Park (Ticket Offices 1 and 2), which offers a glimpse into humorous sexual culture; and Surobuin Heonhwa Park, steeped in the beautiful legend of Surobuin. Additionally, to enhance accessibility for citizens, rental stations have been set up at the community centers in Namyang-dong, Seongnae-dong, Gyodong, and Jeongra-dong.

The 'Conscience Umbrellas' are available for anyone to borrow and use freely. Notably, these umbrellas are designed as dual-purpose parasols and umbrellas, making them highly versatile for both strong sunlight and rainy days. This adaptability to sudden weather changes is expected to provide practical convenience to citizens and tourists. This 'Conscience Umbrella' rental service operates on the principle of voluntary returns, emphasizing civic consciousness, as implied by its name, and aiming for sustainable service operation.

 
Expansion of Heat Reduction Facilities and Enhanced Real-time Weather Information

In addition to the 'Conscience Umbrella' rental service, Samcheok City is operating various facilities to minimize heatwave damage. Currently, 79 sunshades and 7 smart bus shelters have been installed throughout the city, providing temporary respite from the heat for citizens. The sunshades not only block sunlight but also help alleviate the urban heat island effect, while the smart bus shelters offer a comfortable environment for public transport users with cooling systems and air purification functions.

Furthermore, when a heatwave advisory is issued, Samcheok City promptly informs citizens of real-time weather conditions and heatwave safety tips through disaster messages, electronic display boards, and disaster early warning systems. This aims to prevent heatwave-related damage and assist citizens in taking appropriate action.

 
Expansion of Heatwave Response Infrastructure: Additional Smart Bus Shelter Installation

To facilitate a more efficient heatwave response, Samcheok City recently secured an additional 60 million KRW in special grants. This budget will be used to install one more smart bus shelter at 4-1 Galcheon-dong by September. Smart bus shelters go beyond simple bus stops, serving as complex smart rest areas equipped with heating and cooling facilities, fine dust reduction devices, wired and wireless chargers, and public Wi-Fi. By expanding such high-tech heat reduction facilities, Samcheok City demonstrates its commitment to actively responding to changing climatic conditions and enhancing citizen convenience.

A Samcheok City disaster safety official stated, "We hope that the operation of the Conscience Umbrella rental stations will help citizens and tourists prevent heatwave damage and enjoy a healthy and safe summer," promising continuous efforts to make Samcheok safe from heatwaves.

 
Local Government Heatwave Response Strategies in the Era of Climate Change

In recent years, as extreme weather phenomena intensify globally, heatwaves are no longer perceived as intermittent occurrences but as annual disasters. In particular, South Korea, influenced by its subtropical climate, is experiencing an increase in the intensity and duration of summer heatwaves. In this changing environment, the heatwave response capabilities of local governments have become crucial in protecting the lives and health of citizens.

Samcheok City's efforts, such as the 'Conscience Umbrella' rental service and the expansion of smart bus shelters, can be evaluated as exemplary cases of local governments proactively responding to climate change and establishing citizen-centered safety nets. Beyond simply issuing warnings, providing items that citizens can directly use and creating comfortable rest areas substantially reduce the risk of heatwaves. Moving forward, not only Samcheok City but also local governments nationwide need to establish and implement more effective response strategies for various climate change-related disasters, including heatwaves.
