Sacheon Faces Backlash After Failed Incinerator Consortium with Jinju…Struggling to Select Site

No Hopeful Region Even in 3rd Public Offering…Headache Due to Residents' Opposition

Sacheon City is suffering from the backlash after the failure of the living waste incinerator consortium with Jinju City. Although it is promoting independent construction instead of consortium, it is having difficulty in selecting a candidate site. After two public offerings, no hopeful region has emerged, and recently, a third public offering has been launched, but the prospect is unclear.

Prohibition of Landfill of Combustible Waste in 2030…Incinerator Construction 'Essential'

In the non-metropolitan area, landfill of combustible waste is prohibited by law from 2030. Local governments without their own incinerators are obligated to build facilities. The government recommends consortium between adjacent cities and counties, but Sacheon City is pursuing independent construction due to the breakdown of negotiations with Jinju City.

'Cold Response' Despite Drastic Support Measures…Task of Improving Perception of Disgusting Facilities

Sacheon City is looking for a site of 10,000㎡ or more that can install an incineration facility with a capacity of 90 tons per day. Although it has come up with drastic support measures, residents' response is cold. This is due to the perception of it as a disgusting facility and sensitive reactions to environmental issues.

'Flexible Response' Depending on Results of 3rd Public Offering…Expansion of Existing Facilities Also Considered

Sacheon City plans to respond flexibly after reviewing the results of the third public offering. Instead of additional public offerings, it is considering holding a site selection committee for potential regions to determine the final candidate site, or expanding the existing incinerator facility.

Huge Cost Burden…Criticism of Shifting Responsibility to Future Generations

Hundreds of billions of won in expenses and operating costs will occur in case of independent construction. There is also criticism that this could be a burden on future generations.

Room for Re-negotiation of Consortium Remains…Future Actions Attract Attention

Sacheon City has left room for re-negotiation if Jinju City has the intention to re-promote the consortium. Attention is focused on Sacheon City's future actions.
