SAN LUIS POTOSÍ, MEXICO – Kim Mi-kyung, Mayor of Eunpyeong-gu, Seoul, and President of the National Lifelong Learning City Council of Korea, recently concluded a successful visit to San Luis Potosí, Mexico, where she attended the '2025 Latin American UNESCO Learning Cities Alliance General Assembly' from April 11th to 14th. Mayor Kim used this international platform to showcase Eunpyeong-gu's exemplary lifelong learning programs, including the innovative 'One Neighborhood, One University' initiative and the development of a citizen-led learning ecosystem.

During the assembly, Mayor Kim, in her capacity as President of the National Lifelong Learning City Council, solidified international partnerships by signing Memorandums of Understanding (MOUs) with the Mexican Network of Learning Cities, the Latin American Network of Learning Cities, and the San Luis Potosí Municipal Government. These agreements aim to bolster cooperation in the fields of lifelong learning, culture, and tourism, paving the way for future collaborative projects and exchanges.

The UNESCO Global Network of Learning Cities (GNLC), a global alliance comprising 356 cities worldwide, recognizes South Korea as one of its most active member nations. This year's General Assembly, hosted by the Latin American Network of Learning Cities and held in San Luis Potosí, brought together representatives from 13 Mexican UNESCO Learning Cities alongside officially invited delegations from four Korean learning cities, including Eunpyeong-gu. Participants engaged in crucial discussions centered on achieving the Sustainable Development Goals (SDGs) and realizing inclusive education through lifelong learning initiatives.

A significant aspect of the assembly was the promotion of cultural exchange between Korea and Mexico. The opening ceremony featured the 'Shared Latitude: Perspectives on Korea' photo exhibition, a collaborative effort involving prominent Korean learning cities such as Eunpyeong-gu, Gongju, Suwon, and Yanggu. Eunpyeong-gu contributed captivating photographs depicting the district's four distinct seasons and its rich historical and cultural heritage, offering attendees from San Luis Potosí a glimpse into the beauty and essence of Korea.

The MOUs signed by Mayor Kim signify a growing international recognition of the pivotal role local governments play in fostering lifelong learning and cultivating vibrant learning communities. These agreements are expected to create a robust foundation for enhanced collaboration and joint projects between learning cities in Korea and Latin America, facilitating the exchange of best practices, knowledge, and resources.

Mayor Kim Mi-kyung expressed her optimism about the outcomes of the assembly, stating, "I hope that this opportunity will further strengthen the cooperative framework among global learning cities. Moving forward, Eunpyeong-gu, in collaboration with the National Lifelong Learning City Council, will continue to actively expand exchanges with cities both domestically and internationally, taking a leading role in creating a lifelong learning ecosystem for all."

Eunpyeong-gu's Pioneering Lifelong Learning Initiatives:

Eunpyeong-gu has garnered significant recognition for its commitment to lifelong learning, particularly through initiatives like the 'One Neighborhood, One University' program. This innovative model connects local universities and educational institutions directly with neighborhood communities, offering accessible learning opportunities tailored to the specific needs and interests of residents in each district. This approach fosters a sense of community engagement and empowers citizens to pursue continuous learning within their local environment.

Furthermore, Eunpyeong-gu has actively cultivated a citizen-led learning ecosystem. This involves supporting and promoting grassroots learning initiatives, empowering residents to organize their own study groups, workshops, and knowledge-sharing activities. By fostering a culture of peer-to-peer learning and community-driven education, Eunpyeong-gu ensures that lifelong learning is not just a top-down initiative but a vibrant and dynamic aspect of civic life.

The Significance of the UNESCO Global Network of Learning Cities:

The UNESCO Global Network of Learning Cities plays a crucial role in promoting lifelong learning as a key driver for sustainable urban development. By facilitating the exchange of ideas, experiences, and best practices among its member cities, the network supports the development and implementation of effective lifelong learning policies and initiatives worldwide. The network emphasizes the importance of creating inclusive, resilient, and sustainable cities where learning opportunities are available to all citizens, contributing to social cohesion, economic prosperity, and cultural vitality.

South Korea's active participation in the UNESCO GNLC underscores the nation's strong commitment to lifelong learning as a national priority. The involvement of multiple Korean cities in international forums like the Latin American General Assembly highlights the country's leadership and innovation in this field.

Looking Ahead:

The agreements forged in San Luis Potosí represent a significant step towards greater international collaboration in lifelong learning. By establishing formal partnerships with learning city networks and local governments in Latin America, Eunpyeong-gu and the National Lifelong Learning City Council are paving the way for concrete joint projects in areas such as cultural exchange programs, educational initiatives, and the promotion of sustainable tourism through learning.

This increased international engagement is expected to bring valuable insights and opportunities for Eunpyeong-gu to further enhance its own lifelong learning ecosystem, drawing inspiration from the experiences and innovations of other learning cities around the globe. As Mayor Kim emphasized, the focus remains on creating a truly inclusive and accessible lifelong learning environment that empowers all citizens and contributes to the overall well-being and development of the community. The participation in the '2025 Latin American UNESCO Learning Cities Alliance General Assembly' marks a significant milestone in Eunpyeong-gu's journey as a leading learning city on the global stage.
