This launch ceremony was prepared to report to the public the mission plans and goals of each strategic research group along with the will for transformation and leap forward of the funded research institute, and was attended by Minister of Science and ICT Yoo Sang-im, Chairman of the National Science and Technology Research Council Kim Bok-cheol, heads of funded research institutes and affiliated researchers, A total of 250 people, including the heads and researchers of the world's top strategic research group selected this year, attended.

The first step of the launch ceremony was the introduction of the ‘Global TOP Strategic Research Group Support Project’. It explains the background and goals of this project to lower the barriers between funded research institutes, build an open cooperation system centered on national missions, and support funded research institutes to create large-scale results worthy of national research institutions, while also explaining the progress of this year's strategic research group selection. Afterwards, a presentation was made on the main mission goals and innovation promotion plans for each research group selected this year. Each research group introduced the background and necessity of the relevant research and development, major mission goals, results to be achieved, research and development implementation plan, and various innovation promotion plans to break down barriers between institutions and gather capabilities.

After the presentation by each research group, a side program was also held to support the new challenge of the research institute to advance to the ‘NEXT research institute’ and to commemorate the launch of the ‘Global TOP strategic research group.’ In addition to the awarding of designations for each strategic research group, Minister of Science and ICT Yoo Sang-im, National Research Council of Science and Technology Chairman Kim Bok-cheol, heads of strategic research groups, and heads of related government-funded research institutes joined hands to promote convergence and cooperation between government-funded research institutes and a leading research and development (R·D) system. A celebration ceremony was also held to pledge to take a leap forward.

Minister of Science and ICT Yoo Sang-im said, “Research institutes must advance to the ‘NEXT level of research institutes’ that carry out national missions such as securing strategic technology based on collective intelligence and create large-scale results, and become the ‘world’s top (global TOP) strategic research group.’ ' will be the first step," he said.
