Philippine Insurance Commission Urges Expansion of Gender-Specific Insurance and HMO Products: Highlights Need for Enhanced Coverage of Maternal and Reproductive Health, Gender-Specific Illnesses

MANILA, PHILIPPINES – The Philippine Insurance Commission (IC) has called for greater public attention to gender-specific insurance and Health Maintenance Organization (HMO) products that cover health risks such as maternal care, reproductive health services, critical illness coverage, and gender-specific medical treatments.

In a press release issued on March 27, the IC urged insurance companies and HMOs under its supervision to develop and offer products that cater to gender-specific needs. It also encouraged them to implement gender-sensitive plans, programs, and related initiatives.

In this recommendation, the IC emphasized the importance of collecting and analyzing gender-disaggregated data to identify insurance and HMO products that are more suitable for the health and financial needs of women and men throughout their life cycles.

Growing Need for Gender-Specific Insurance and HMO Products

This move by the IC acknowledges that women and men face different health risks and have varying needs for specific illnesses and medical services. It has been pointed out that existing general insurance and HMO products do not adequately reflect these gender differences, potentially leading to insufficient or unnecessary coverage for certain genders.

Key Coverage Areas

The IC highlights the following key coverage areas for gender-specific insurance and HMO products:

Maternal Care: Support for medical expenses related to pregnancy, childbirth, and postpartum care.
Reproductive Health Services: Support for the prevention and treatment of gender-specific reproductive organ-related diseases, such as cervical cancer screening and breast cancer screening for women, and prostate exams for men.
Critical Illness Coverage: Intensive coverage for cancers and cardiovascular diseases that are more prevalent in men, and specific cancers that occur more frequently in women.
Gender-Specific Medical Treatments: Support for medical expenses related to health issues that appear specifically in men (e.g., male menopause) and women (e.g., female menopause).

Emphasis on the Role of Insurance Companies and HMOs

The IC stressed that insurance companies and HMOs should develop and offer a variety of products that meet these gender-specific needs, thereby enabling consumers to choose coverage that is more suitable for their health status and requirements. It also added that it is important to consider gender sensitivity in the product development process and to raise consumer awareness through related education and promotion activities.

Urging Data-Driven Product Development

The IC recommended that insurance companies and HMOs systematically collect and analyze gender-disaggregated health data, disease incidence rates, and healthcare utilization patterns to develop effective gender-specific products. It is expected that this data analysis will enable a precise understanding of the specific health risks and medical needs of each gender, leading to the design of products that can provide practical benefits.

The Philippine Insurance Commission's action is seen as an important step towards enhancing gender equity in the insurance and healthcare service sectors and ensuring that all individuals can receive appropriate coverage that meets their health needs. Attention is now focused on how the insurance and HMO industries will respond to the IC's recommendations by launching innovative gender-specific products in the future.
