Paraguay Accelerates Semiconductor Industry Talent Development… 25 Engineers Embark on Training in Taiwan

Paraguay is actively promoting the development of specialized personnel in the semiconductor industry, which is attracting attention as a future growth engine. To this end, the Paraguayan government announced on the 6th that it had dispatched a delegation of 25 students and faculty members in the fields of electronics, electrical engineering, and chemical engineering to Taiwan. They will undergo an intensive three-week semiconductor technology training program.

This training provides Paraguay's next-generation engineers with a crucial opportunity to acquire semiconductor technology, one of the world's most strategic industrial sectors. The training program, named the ‘Semiconductor Technology Program,’ will run from May 6th to 29th. Participants will extensively learn the fundamentals and advanced aspects of semiconductor design, including integrated circuit (IC) design, basic LTspice usage, and IC layout practice.

Furthermore, in-depth education on the entire semiconductor manufacturing and packaging process will also be provided. Specifically, they will learn about oxidation, photolithography, and packaging technologies, as well as how to use industry-standard software like Silvaco and the operation methods of actual production lines. This indicates that the education program focuses on cultivating practical skills applicable to the actual industrial field, going beyond theoretical knowledge acquisition.

Another important feature of this training is the opportunity to directly experience actual semiconductor industrial sites in addition to theoretical education. The delegation will visit major semiconductor companies in Taiwan to directly observe and understand the entire value chain of the semiconductor industry. This is expected to greatly help Paraguayan engineers grasp the latest trends in the global semiconductor industry and build international cooperation networks.

The Paraguayan government's Taiwan semiconductor technology training program is evaluated as a case demonstrating its strong commitment to strengthening the competitiveness of the domestic semiconductor industry and fostering core talent to drive future economic growth in response to the rapidly increasing global demand for semiconductors. Although Paraguay currently has a weak semiconductor industry base, it is expected to build a domestic semiconductor industry ecosystem and secure related technologies in the mid- to long term through proactive talent development investments like this.

Taiwan is a global semiconductor manufacturing powerhouse, home to leading global companies such as TSMC, making it the optimal place for Paraguayan engineers to learn cutting-edge semiconductor technology and experience industrial sites. Through this training, Paraguayan engineers are expected to acquire advanced semiconductor technology and know-how, and based on this, play a pivotal role in the development of Paraguay's semiconductor industry after returning home.

Some point out that Paraguay's semiconductor industry development plan may not yield significant short-term results. Given the nature of the semiconductor industry, which requires massive investment and a long period, dependence on foreign technology will inevitably be high in the initial stages. However, from a long-term perspective, nurturing core talent is the most important foundation for the development of the domestic semiconductor industry, and this Taiwan training program is considered a successful first step.

In the future, the Paraguayan government will need to make multifaceted efforts, starting with this training program, such as establishing semiconductor-related educational institutions and strengthening technological cooperation with leading foreign companies. Furthermore, it is also an important task to prepare policies that support the stable settlement and growth of the trained personnel within the domestic semiconductor industry.

This Taiwan training for Paraguayan engineers is significant not just as a simple technical training, but as an important starting point for an ambitious plan to reshape Paraguay's future industrial structure and secure a new engine for economic growth. It remains to be seen whether Paraguay can emerge as a next-generation semiconductor powerhouse in South America, centered on the excellent talent nurtured through this training.
