K-Railways Make Foray into Global Operations Market with Landmark Philippines MRT-7 Deal

A new era has dawned for South Korea's railway technology as its operational expertise gains international recognition. On April 22nd, the Ministry of Land, Infrastructure and Transport (MOLIT) announced that Korea Railroad Corporation (KORAIL) had successfully secured the Operation and Maintenance (O&M) contract for the Manila Metro Rail Transit Line 7 (MRT-7) in the Philippines.

The contract, valued at approximately 120 billion Korean Won (roughly 90 million USD), will see KORAIL dispatch 28 managerial-level experts to the Philippines over the next decade. These professionals will be responsible for a comprehensive range of tasks, including train operation, traffic control, station management, and the maintenance of both rolling stock and infrastructure.

This achievement marks South Korea's first significant entry into the global railway operation and maintenance market, a feat lauded as the result of a unified national effort spearheaded by MOLIT and KORAIL.

The MRT-7, a crucial artery connecting the outskirts of Manila to its central business district, spans 23 kilometers and comprises 14 stations. The line is slated for opening in December of the coming year.

KORAIL's success in securing this contract is underpinned by its long-standing relationship with the project. The company has been involved in the MRT-7 project since 2016, serving as an operational consultant and building a strong foundation of trust with the client, San Miguel Corporation. This established credibility was instrumental in San Miguel Corporation's decision to name KORAIL as the preferred bidder in September of last year.

From Export to Operation: K-Rail's Expanding Global Footprint
Historically, South Korea's railway exports have primarily focused on "hardware," namely rolling stock. This landmark MRT-7 contract, however, signifies a crucial expansion into the "software" domain of railway operations and maintenance.

Vice Minister of MOLIT, Baek Seung-geun, emphasized the significance of this win, stating, "Following the export of high-speed train cars worth approximately 270 billion Korean Won to Uzbekistan last year and urban railway exports to Morocco this year, securing the MRT-7 O&M contract represents a major turning point. The government will continue to provide comprehensive support to ensure that K-Rail becomes a globally recognized brand responsible for all aspects of railway projects, from planning to maintenance."

The Morocco railway export, valued at a record-breaking 2.2 trillion Korean Won for rolling stock alone, highlights the potential for significant ripple effects, with experts anticipating further expansion into maintenance and urban development.

Professor Kim Jin-yu of Gyeonggi University noted, "When railway exports like the MRT-7 lead to urban development, it also creates opportunities for the construction industry. Furthermore, an increasing number of cases where Korean companies are responsible for operations will strengthen the global standing of South Korea's railway technology as a whole."

A Decade-Long Commitment to Embed "K-Rail" Expertise
The Philippines MRT-7 contract is not a short-term engagement. KORAIL is scheduled to participate in the initial operational stages of the MRT-7 starting in July, playing a pivotal role in establishing a robust local system.

Working in collaboration with locally hired staff, KORAIL will implement Korean-style operational manuals and maintenance standards, ensuring the efficient and safe functioning of the new line.

In tandem with KORAIL's efforts, the South Korean government intends to broaden the institutional framework to facilitate "railway total package exports." This strategy aims to empower Korean companies to undertake comprehensive overseas railway projects encompassing planning, design, construction, and operation.

This strategic move into the operations and maintenance sector, exemplified by the Philippines MRT-7 contract, positions South Korea to become a more comprehensive and influential player in the global railway industry, paving the way for future opportunities and solidifying the reputation of "K-Rail" worldwide.
