Political instability in Ecuador, South America, has reached a critical level. Anti-government protests against the government's fuel subsidy abolishment policy, which have been ongoing for three weeks since the end of last month, have spread across the nation, leading to a rapid deterioration of the security situation. Consequently, the Korean Ministry of Foreign Affairs issued a Special Travel Advisory for the mainland regions of Ecuador, effective from 3:00 PM on October 8th.
This measure raises the safety level of the Ecuadorian mainland from the previous Level 2 (Exercise High Caution). All regions of Ecuador now have a uniformly strengthened safety rating. The Ministry of Foreign Affairs explained that this emergency measure was taken to secure the safety of Korean nationals due to the deepening security concerns and the expansion of the national state of emergency.
Notably, the protests are being led by the Confederation of Indigenous Nationalities of Ecuador (CONAIE), a representative strong indigenous organization, and are organized as a nationwide general strike in opposition to the government's austerity measures. As the protest methods have become increasingly violent, an incident occurred on the 7th where protesters threw stones and even fired shots at the motorcade carrying President Daniel Noboa. The presidential office revealed the gravity of the situation, stating that bullet marks were found on the vehicle. This violent conflict and the large-scale demonstrations pose a serious threat to the safety of foreign residents and tourists in the country.
Following the adjustment of the travel warnings, only the Galapagos Islands maintain Level 2 (Exercise High Caution). The provinces of Guayas, Azuay, Los Ríos, Santa Elena, El Oro, Manabí, and Esmeraldas continue to be subject to the existing Level 3 (Withdrawal Recommended). A Special Travel Advisory has been issued for all other mainland regions.
The Ministry of Foreign Affairs strongly advises against visiting the Special Travel Advisory areas unless for urgent purposes, recommending the cancellation or postponement of travel. Furthermore, Korean nationals currently staying in Ecuador are urged to refrain from going out as much as possible and to pay special attention to their personal safety. Those in Level 3 areas are advised to cease unnecessary activities and, if possible, move to safer regions or withdraw from the country.
The government plans to closely monitor the local situation in Ecuador and review whether further travel warning adjustments are necessary in the future. Korean residents and travelers must follow the safety guidelines of the Ministry of Foreign Affairs and seek assistance from the diplomatic mission in case of emergency.
