Paraguay on the verge of introducing A-29B attack aircraft amidst Brazil spy controversy? Contract cancellation rumors also raised

Paraguay appears to be on the verge of introducing Embraer A-29B Super Tucano light attack aircraft despite a diplomatic conflict with Brazil. According to multiple military news outlets, the Paraguayan Air Force (FAP) finalized a contract on November 19, 2024, to purchase six A-29B attack aircraft, with sequential deliveries expected to begin as early as May 2025.

The Paraguayan Air Force has been pushing for the introduction of the A-29B to replace its aging training and light attack aircraft fleet, and has been in negotiations with Brazil's Embraer since early 2024. 1  The A-29B is a proven platform recognized for its excellent performance and versatility, and is in operation in several countries worldwide. 2  In particular, it is capable of performing various missions such as close air support, reconnaissance, and surveillance, and its low operating and maintenance costs are also considered an advantage. The Paraguayan Air Force plans to operate these aircraft from the 3rd Air Group (Grupo Aerotáctico) located at Silvio Pettirossi International Airport in Asunción, the capital, and the aircraft will be assigned serial numbers 1101 to 1106.   

However, concerns have been raised that the recent serious diplomatic conflict between Paraguay and Brazil could disrupt the A-29B introduction plan. Some foreign media outlets reported that Paraguay threatened to cancel the A-29B purchase contract due to a heated exchange of spy accusations between the two countries. Although the specific details of the conflict are not clearly known, there are concerns that the sensitive situation in bilateral relations could create variables in Paraguay's military modernization plan.

Despite these rumors of contract cancellation, A-29B production appears to be proceeding without disruption. The manufacturing number, estimated through the first fully painted PT-ZBX aircraft spotted, is known to match the six aircraft already produced between 2021 and 2023. This suggests that preparations for the delivery of the A-29B are steadily underway, regardless of the diplomatic tensions between Paraguay and Brazil.

If the A-29B is delivered to the Paraguayan Air Force as scheduled, it is expected to significantly contribute to strengthening the Paraguayan Air Force's capabilities. The Paraguayan Air Force, which has faced difficulties in effective airspace defense and operation execution with its outdated existing forces, will be able to lay the foundation for becoming a modern air force through the introduction of the A-29B. In addition, the versatility of the A-29B is expected to have various positive impacts on Paraguay's security environment.

In conclusion, Paraguay's introduction of the A-29B attack aircraft has faced a variable in the form of a diplomatic conflict with Brazil, but so far, it is likely to proceed as planned. The final delivery may depend on future developments in bilateral relations, but securing the A-29B force has been a long-cherished project for the Paraguayan Air Force, and efforts to implement the contract are expected to continue. Attention is focused on the successful introduction and operation of the A-29B, which will become the new wings of the Paraguayan Air Force.
