CHUNGNAM — In response to natural disasters exacerbated by climate change, Chungnam Province and its municipal governments have joined forces to enhance emergency response capabilities and reinforce collaborative frameworks aimed at preventing casualties.
The province announced on October 23 that it held the "2026 Climate Cilicides Prevention Workshop for Provincial and Municipal Officials" from October 22 to 23 at Hotel Soller in Boryeong, bringing together around 70 officials from the province and cities/counties.
The workshop was organized to evaluate this summer's disaster response achievements and inspect proactive response systems for upcoming winter natural disasters, amidst a rising frequency and intensity of climate-driven catastrophes such as torrential downpours, heatwaves, heavy snow, and cold waves.
During the session, participants reviewed the results of summer disaster management policies, examined winter weather disaster prevention plans, and discussed comprehensive measures and strategies to strengthen natural disaster responses for the 2026–2027 period.
Key Highlights of the Workshop:
Summer Review: The provincial government presented its key achievements in handling extreme summer weather—including the operation of the Disaster and Safety Countermeasures Headquarters, pre-inspections of vulnerable areas, preemptive resident evacuations, and the protection of vulnerable social groups—while identifying areas for improvement.
Winter Weather Forecasts: The Daejeon Regional Meteorological Administration introduced newly upgraded meteorological services, including the official launch of heavy snowfall emergency alerts, expanded weather risk information for icy roads ("black ice"), and real-time ultra-short-term snowfall data services.
Comprehensive Countermeasures: Discussions centered on the 2026–2027 Comprehensive Measures for Preventing Climate Cilicides, emphasizing the critical importance of preemptive responses to prevent casualties from extreme weather events.
Open Discussion: Officials shared field-level challenges and improvements, debating practical solutions such as rapid situation broadcasting during disasters, swift resident evacuations, and enhanced inter-agency collaboration.
The province plans to incorporate feedback from the workshop into its climate safety policies and narrow blind spots in disaster management by strengthening provincial-municipal cooperation, thereby prioritizing the safety of residents' lives and properties.
Shin Dong-heon, Director of the Provincial Disaster and Safety Control Office, stated, "As unpredictable disasters become the new normal due to climate change, traditional response methods have limitations in safeguarding residents' lives." He added, "Focusing on our comprehensive climate cilicides prevention measures, the province and municipalities will stay a step ahead and respond swiftly to do our utmost in preventing casualties."
