President Lee Jae-myung Introduces 'National Recommendation System' for High-Ranking Officials, Including Ministers and Vice-Ministers… Full-Scale Implementation of 'People's Sovereignty Government'

President Lee Jae-myung announced on the 10th that he would implement a 'National Recommendation System' to directly receive recommendations from the public for candidates for key high-ranking public positions appointed by the President, such as ministers, vice-ministers, and heads of public institutions. This is regarded as the first step to truly embody the philosophy of a 'People's Sovereignty Government,' where the public directly participates in state administration and creates change.
President Lee disclosed this plan on his social media on the same day, in a post titled 'Opening the Door to a People's Sovereignty Government with the People.' He stated, "True democracy begins when the people become masters, directly participate, and create change," and urged active public participation, saying, "I ask you to create opportunities for hidden talents who have silently dedicated themselves in all walks of life, and capable individuals ready to work for the people, to demonstrate new leadership." He also emphasized that this national recommendation system "will be a meaningful first step beyond changes in personnel procedures, where the people become the main agents of national administration and exercise initiative."
National recommendations will be accepted for one week, from the 10th to the 16th of this month. Citizens wishing to participate can submit their recommendations on the National Recommendation System website (www.hrdb.go.kr/OpenRecommend/) operated by the Ministry of Personnel Management, or through President Lee's official social media accounts (Facebook, Instagram, X (Twitter)) and email (openchoice@korea.kr). When recommending, information such as the recommended position (institution name, position), information of the recommended person (name, gender, date of birth, phone number, email, etc.), and information of the recommender (name, phone number, email) must be provided.
The recommended talent information will be built into a database and then undergo personnel verification and public verification procedures by the Presidential Office's Secretary for Public Discipline. If deemed suitable through this process, the official appointment procedure will proceed. President Lee promised, "All processes will be transparently disclosed, and we will do our utmost to select true talents who meet the public's expectations through fair verification."
Meanwhile, Presidential Spokesperson Kang Yu-jung also stated in a briefing on the same day that they are "starting a 'Real Worker Discovery Project'," and that "the Lee Jae-myung government will actively discover real talents who serve the people through a transparent and fair personnel recommendation system, thereby fully opening the door to a people's sovereignty government." This reconfirmed the government's strong commitment to this national recommendation system.
