GBSA Emerges as Digital Security Powerhouse, Top-Ranked in Provincial Security Assessment

SUWON, GYEONGGI — The Gyeonggi Business & Science Accelerator (GBSA), led by Executive Director Kim Hyun-gon, has solidified its position as a benchmark for public sector cybersecurity. The agency announced on March 15 that it achieved the highest score of 102.52 points in the "2026 Gyeonggi-do Public Institution Information Security Management Evaluation," securing the top spot among 26 participating public organizations.

This victory is particularly significant as it marks the culmination of a three-year streak at the pinnacle of digital defense, following second-place finishes in both 2024 and 2025. The results underscore GBSA’s unwavering commitment to safeguarding public data in an increasingly volatile cyber landscape.

A Comprehensive Victory Across 62 Indicators
The 2026 assessment was rigorous, evaluating 62 detailed items across seven core sectors, including information security policy, asset management, cyber crisis response, and personal information protection. As cyber threats against public infrastructure grow more sophisticated, this evaluation serves as a critical barometer for an institution's resilience against data breaches and system infiltrations.

GBSA’s top-tier performance was attributed to its holistic approach, which seamlessly integrated cutting-edge technology with rigorous administrative protocols. The agency received exceptional marks for its proactive risk mitigation strategies and its robust framework for protecting sensitive citizen information.

Pioneering the Cloud-First Security Paradigm
The centerpiece of GBSA's success lies in its pioneering digital transformation. GBSA became the first public institution in the province to migrate all 27 of its internal business systems to a cloud-based environment.

Moving away from traditional on-premise server management allowed the agency to re-architect its security posture from the ground up. This cloud transition has not only bolstered defense mechanisms but also significantly enhanced operational stability. According to the agency, the new infrastructure has dramatically reduced recovery times during system disruptions and provided the scalability necessary to handle fluctuating digital demands.

Synergizing Human Intelligence and System Defense
Beyond technical upgrades, GBSA emphasized the "human element" of security. Recognizing that employees are often the first line of defense, the agency implemented mandatory, regular cybersecurity training programs for all staff members.

By fostering a culture of high security awareness and refining administrative management systems, GBSA ensured that its technological shields were supported by vigilant personnel. This dual focus on both "bits and brains" was a decisive factor in its high evaluation score.

Future-Proofing: AI and Disaster Recovery
Looking ahead, GBSA is not resting on its laurels. The agency plans to further elevate its defense capabilities by establishing a dedicated Disaster Recovery (DR) system and implementing AI-driven security vulnerability scanning solutions. These initiatives aim to transition from a reactive posture to a predictive, always-on security management model.

"Information security is not just a technical requirement; it is the fundamental basis for maintaining the trust of our citizens," stated Executive Director Kim Hyun-gon. "We will continue to strengthen our digital administrative environment to ensure that Gyeonggi residents can use our services with absolute peace of mind."

Implications for the Public Sector
Industry experts suggest that GBSA’s success provides a blueprint for other public institutions grappling with the complexities of digital transformation. By demonstrating that cloud migration and AI integration can coexist with—and even enhance—public sector security standards, GBSA has set a new high-water mark for digital governance in South Korea.
