Gyeongnam Province Rolls Out 'Stay-and-Explore' Packages to Woo Chinese Tourists

CHANGWON, South Korea — Gyeongsangnam-do (Gyeongnam) Province has launched a series of new, immersive tour packages designed to attract Chinese group tourists, coinciding with a new government policy that temporarily waives visa requirements for these visitors. The move marks a significant step in the province's post-pandemic strategy to revitalize its tourism sector and re-establish a crucial market.

The South Korean government, in a policy meeting chaired by Prime Minister Kim Min-seok, announced on August 6 that it would allow temporary visa-free entry for Chinese tour groups. This initiative, a key part of the government's "tourism revitalization mini-policy task force," will be in effect from September 29, 2025, until June 30, 2026. This decision is poised to open the floodgates for a return of Chinese tourism, a market that has been largely dormant since the COVID-19 pandemic and was previously affected by geopolitical tensions.

In a proactive response, Gyeongnam announced on August 12 that it has already begun marketing and selling these new tour products. The province's strategy focuses on "stay-type" tourism, encouraging visitors to spend multiple days exploring the region rather than simply passing through on a larger itinerary. This approach is aimed at maximizing the economic benefits for local communities by boosting spending on accommodation, dining, and local experiences.

The initiative is built on a foundation of international collaboration. The Gyeongnam Tourism Foundation, a key player in this effort, had already been working behind the scenes. According to provincial officials, marketing teams visited China and Taiwan in the first half of the year to develop these tailored packages with major travel agencies. These partners include China's Sung Woon International Tour, as well as Taiwan's Cola Tour and Lion Travel, all of which are prominent players in the Greater China tourism market.

Curated Itineraries and Financial Incentives 

The tour packages are designed to showcase the diverse charms of Gyeongnam by linking at least two of the province's nine key cities and counties. These multi-destination itineraries are a deliberate effort to move away from the traditional, quick-stop bus tours and offer a more in-depth, authentic experience of the region. The participating cities and counties boast a rich tapestry of history, culture, and natural beauty.

For instance, a package might combine Jinju, famous for its historic Jinjuseong Fortress and the breathtaking Jinju Namgang Yudeung (Lantern) Festival, with Tongyeong, a picturesque coastal city renowned for its fresh seafood, vibrant Dongpirang Village murals, and panoramic views from its marine cable car. Other itineraries could feature Geoje, an island known for its stunning coastline, Oedo Botania botanical garden, and maritime history, paired with Gimhae, the historical heart of the Gaya Confederacy, home to ancient tombs and museums that delve into the region's ancient heritage. The inclusion of these interconnected destinations provides a compelling reason for tourists to extend their stay and fully immerse themselves in Gyeongnam's unique character.

To sweeten the deal, the Gyeongnam Tourism Foundation is offering a powerful financial incentive. For each tourist booked on one of these approved group packages, the foundation will provide a 50,000 South Korean won (approximately $38 USD) subsidy to cover part of the accommodation costs. This direct support is a strategic move to make the province's offerings more competitive and attractive to tour operators and travelers alike.

A Strategic Re-engagement with a Core Market 

The re-engagement with the Greater China market is seen as a pivotal moment for Gyeongnam's tourism industry. Before the pandemic, Chinese tourists were the largest inbound demographic for South Korea, and their return is essential for the economic recovery of many regional provinces. Seong Pil-sang, the head of the Gyeongnam Tourism Foundation's marketing division, underscored this point, stating, "The Greater China region is a core market for Gyeongnam tourism. Through the tourism products we have developed, we will effectively deliver the charm of our region and lead to tangible results in attracting tourists."

This push to attract Chinese visitors is not just about numbers; it is about establishing Gyeongnam as a destination in its own right, distinct from the popular tourist hubs of Seoul and Busan. By highlighting its rich historical sites, serene natural landscapes, and unique local festivals, the province is positioning itself as an alternative for travelers seeking a more relaxed and culturally enriching experience. This strategic pivot aims to build a sustainable tourism model that can withstand future disruptions and create lasting value for the local economy.

The success of this initiative will be closely watched by other provinces and cities across South Korea. Gyeongnam's proactive approach, combining strategic partnerships, attractive financial incentives, and thoughtfully curated itineraries, provides a potential blueprint for other regions aiming to capture a share of the returning international tourism market. The province is not simply waiting for tourists to arrive; it is actively shaping the landscape to ensure they come and, more importantly, stay to enjoy all that Gyeongnam has to offer.
