ENCARNACIÓN, Paraguay – In anticipation of the prestigious 2025 World Rally Championship event set to take place in Encarnación, the Paraguayan government is spearheading a collaborative effort to bolster the capacity of local micro, small, and medium-sized enterprises (SMEs). Gustavo Giménez, the Vice Minister of SMEs, recently announced a strategic initiative aimed at developing bespoke financial products designed to empower Encarnación’s business sector to effectively cater to the influx of international and domestic tourists expected for the rally.

Speaking with La Nación/Nación Media, Vice Minister Giménez underscored the profound economic and social ramifications of hosting such a globally recognized event. The department of Itapúa, and Encarnación in particular, is bracing for an unprecedented surge in demand across crucial sectors, including hospitality, gastronomy, transportation, retail, and entertainment. This influx presents both a significant opportunity and a logistical challenge for the local business ecosystem, particularly its numerous SMEs.

Recognizing the need to equip these businesses to meet the anticipated demands, the government is forging a robust partnership with key financial institutions. The National Development Bank (BNF) and the Agricultural Credit Agency (CAH) are central to this endeavor, working in tandem with the private sector to formulate accessible and timely credit solutions.

“Our primary objective is to thoroughly assess the current standing of these SMEs, identify their specific needs, especially concerning the enhancement of their infrastructure to adequately receive the multitude of visitors,” explained Vice Minister Giménez. “By understanding these requirements, we can tailor financial products that will enable them to prepare effectively and capitalize on the opportunities presented by the World Rally.”

Encarnación, often lauded as the “Pearl of the South” for its scenic beauty and vibrant commercial activity, boasts a substantial base of over 4,000 formally registered SMEs within the commercial domain. These businesses represent a significant segment of the local economy and stand to gain considerably from the proactive measures being implemented. The availability of streamlined and affordable credit is expected to facilitate crucial investments in upgrades, expansions, and the overall enhancement of services.

The initiative extends beyond mere financial assistance. The government also aims to leverage the rally as a catalyst for formalizing businesses. Vice Minister Giménez noted the positive correlation between past incentive programs and the willingness of enterprises to transition into the formal sector. “We have observed that the introduction of incentives and campaigns invariably motivates individuals and businesses to formalize their operations,” he stated, suggesting that the upcoming rally could further drive this trend, bringing more businesses into the formal economy and enhancing their long-term sustainability.

The World Rally Championship (WRC) is one of the most prestigious and challenging motorsport competitions globally, attracting a massive international following. Hosting a leg of the WRC in Encarnación in 2025 marks a significant milestone for Paraguay, promising substantial economic benefits through tourism, media exposure, and infrastructure development. Beyond the immediate economic impact, the event is also expected to generate considerable social benefits, fostering local pride and showcasing the beauty and hospitality of the Itapúa region to a global audience.

Local business associations in Encarnación have expressed optimism regarding the government’s proactive approach. Representatives have highlighted the importance of accessible financing in enabling SMEs to invest in necessary upgrades to their facilities, train staff to meet international standards, and procure supplies to cater to the increased demand. They also emphasized the need for clear and efficient application processes to ensure that the financial aid reaches businesses in a timely manner.

Furthermore, discussions are underway regarding supplementary support measures, such as training programs focused on hospitality and customer service, as well as guidance on leveraging digital platforms to reach a wider audience. These complementary initiatives aim to ensure that Encarnación’s SMEs are not only financially equipped but also possess the necessary skills and knowledge to deliver a high-quality experience to rally attendees.

The collaborative effort between the government, financial institutions, and the private sector in Encarnación underscores a strategic approach to maximizing the benefits of hosting a major international event. By focusing on empowering local SMEs, Paraguay aims to ensure that the 2025 World Rally leaves a lasting positive legacy, fostering economic growth and strengthening the local business fabric for years to come. The proactive measures being taken signal a commitment to leveraging global events to drive local development and showcase the potential of Paraguay’s vibrant SME sector on the world stage.
