Ministry of Industry and Trade Deepens Digital Transformation Through Advanced Data Architecture

Beyond building digital infrastructure, ensuring data quality and overhauling integrated architectures have emerged as core tasks for public service and administrative innovation. Vietnam's Ministry of Industry and Trade (MOIT) has recently shifted the central axis of its digital transformation from platform building to the deep utilization of data, aligning with the nation's innovation agenda.

According to local Vietnamese media reports, the Ministry of Industry and Trade is making all-out efforts to complete digital infrastructure, strengthen digital architecture, improve connectivity, and enhance data quality to improve management, administration, and public services. This strategic direction is a core priority derived from the implementation process of Politburo Resolution 57-NQ/TW, which accelerates scientific and technological development, innovation, and national digital transformation. Going beyond the simple online transition of administrative procedures, the goal is to improve operational fundamentals so that data and digital systems practically support management and decision-making.

The integration of digital architecture prevents agencies from fragmenting individual systems and helps them connect efficiently according to a common roadmap. Amid an environment where the adoption of emerging technologies such as artificial intelligence (AI), big data, cloud computing, and the Internet of Things (IoT) is accelerating, digital systems must possess the flexibility to accommodate changing demands. The central government is also solidifying a nationwide digital governance framework through the National Digital Architecture Framework Version 1.0 (Prime Minister’s Decision 1425/QĐ-TTg).

The Ministry of Industry and Trade has already achieved remarkable results in the field of data architecture development. According to Nguyen Thi Lam Giang, Director General of the Department of Science, Technology and Digital Transformation, the ministry's data center and shared platform are operating stably, and the Local Government Service Platform (LGSP) has been linked to the national enterprise registration database. E-commerce data is shared with the Ministry of Finance, and the project monitoring system is connected to the government system. In addition, the industry and trade economic database has synchronized all 16 indicator groups with the National Data Center, and a database of over 200,000 chemical and precursor records is undergoing linkage and verification via APIs.

A centralized administrative procedure system has been introduced in 34 provinces and centrally run cities nationwide, and all 234 ministerial-level administrative procedures are provided online, utilized by over 160,000 organizations and individuals. Furthermore, the ministry has successfully established the Verigoods system for origin tracking, the administrative violations system, the national petroleum management system, and the gas station finder application "Quanh tôi."

Going forward, the ministry plans to focus on continuous data cleansing and verification work to improve data quality. Intelligent decision-making is only possible when data is accurate, complete, and kept up to date. To this end, the Ministry of Industry and Trade issued Decision 235/QĐ-BCT, establishing the ministry's data architecture framework. This framework embodies a vision to complete information analysis, forecasting, and decision-making support capabilities on an integrated, secure, and intelligent digital data platform by 2030.

Meanwhile, Vietnam’s moves demonstrate that digital transformation in the public sector has entered a qualitative leap stage of data-driven administration, going beyond the mere technology adoption phase. The establishment of national-level data governance and quality management is expected to serve as a powerful engine for future digital economic growth.
