Chungcheongnam-do (Chungnam Province) is significantly strengthening its environmental cooperation with China's Shandong and Jiangsu Provinces. This aims to not only jointly address the climate crisis but also boost the international competitiveness of the province's environmental industry. For five days, from May 26th to 30th, a Chungnam delegation led by Kim Young-myung, Director-General of the Chungnam Province Environment and Forestry Bureau, visited Shandong and Jiangsu Provinces sequentially to hold environmental administration exchange meetings and explore practical cooperation measures. This exchange is regarded as a significant opportunity to elevate Chungnam's international standing as a carbon-neutral economic special province by expanding cooperation beyond administrative focus to include private enterprise exchanges.
New Horizons of Cooperation with Shandong Province… Signing the 'Joint Agreement on Environmental Protection Exchange and Cooperation'
The first major outcome of this visit was the signing of the 'Joint Agreement on Environmental Protection Exchange and Cooperation' with Shandong Province. This agreement, built on continuous communication and mutual trust since the first environmental administration exchange in 2023, marks a deeper level of environmental cooperation between Chungnam Province and Shandong Province. Both local governments plan to establish a specialized cooperation system across broad areas such as climate change response, air pollution reduction, and ecological environment preservation. They will also actively work on solving practical environmental problems by discovering joint policies and implementing cooperative projects.
Shandong Province, a major economic hub on China's eastern coast, simultaneously faces significant environmental challenges. It confronts various environmental issues, including air and water pollution, due to rapid industrialization and population growth, with active efforts particularly focused on resolving fine dust problems. As Chungnam Province, bordering the Yellow Sea, is also affected by transboundary air pollution, including fine dust originating from China, cooperation with Shandong Province in reducing air pollution is expected to directly improve the quality of life for residents in both regions. Furthermore, climate change response is a pressing global issue, and the sharing of climate change vulnerability assessments and adaptation policies, along with technical and policy exchanges for carbon emission reduction between the two regions, will be highly meaningful.
On the first day of the agreement signing, the Chungnam delegation held in-depth discussions with Shandong provincial government officials, reinforcing their commitment to identifying concrete cooperation projects. In particular, both sides agreed to share experiences and expertise in various fields such as environmental regulatory policies, environmental technology development and dissemination, and environmental education and public awareness, and to maximize mutual benefits through joint research and project implementation. This is noteworthy as it presents a model of cooperation that goes beyond simple information exchange to practical action.
20 Years of Friendship with Jiangsu Province… Expanding Joint Carbon Neutrality Response and Private Enterprise Exchange
After concluding cooperation in Shandong Province, the Chungnam delegation moved to Jiangsu Province on the third day to hold the 36th Environmental Administration Exchange Meeting. Since signing an environmental administration exchange agreement in 2004, Chungnam and Jiangsu Provinces have maintained a strong global partnership for joint responses to environmental issues, holding exchange meetings twice a year in the first and second halves. This 20-year environmental cooperation with Jiangsu Province is considered a model case for Chungnam's international exchanges.
This exchange meeting particularly focused on sharing key policies in the atmospheric environment field and exploring ways for joint carbon neutrality responses. As a major economic hub in China, Jiangsu Province is also actively striving to resolve air pollution issues and achieve carbon neutrality goals. Chungnam and Jiangsu Provinces plan to enhance policy efficiency through mutual benchmarking by sharing their respective atmospheric environment policies, fine dust reduction technologies, and carbon emission management systems. Furthermore, they discussed specific technical and policy cooperation measures for realizing carbon neutrality, including carbon capture, utilization, and storage (CCUS), expansion of renewable energy, and improvement of energy efficiency.
A notable aspect of this exchange meeting is the active support for establishing networks between private enterprises. As Director-General Kim Young-myung emphasized, this exchange meeting will be a "meaningful opportunity to expand the scope of cooperation beyond administrative-focused exchanges to include the private sector." Chungnam and Jiangsu Provinces plan to create a platform for environmental enterprises to participate in exchanges, allowing environmental companies from both regions to introduce their technologies, explore business opportunities, and discover joint investment and cooperation projects. This is expected to create a synergy that will provide a bridgehead for Chungnam's excellent environmental technologies and companies to enter the Chinese market, while also enhancing the competitiveness of Chungnam's environmental industry by introducing advanced environmental technologies from Jiangsu Province.
Enhancing Environmental Industry Competitiveness through Public-Private Cooperation… Realizing the Vision of a Carbon Neutral Economic Special Province
These environmental administration exchanges with Chinese local governments are expected to play a crucial role in realizing Chungnam Province's vision of becoming a 'Carbon Neutral Economic Special Province.' Amidst the growing necessity for carbon neutrality transitions both domestically and internationally, Chungnam Province has proactively declared its transition to a carbon-neutral economic special province, promoting eco-friendly industry development and energy transition. As part of these efforts, it aims to participate in the global carbon-neutral trend through international environmental cooperation and secure new growth engines by supporting the overseas expansion of the province's environmental industry.
The visiting delegation included not only Chungnam Province officials but also representatives from environmental companies and associations within the province, who participated in tours of environmental infrastructure facilities and customized business meetings. This demonstrates Chungnam Province's strong commitment to strengthening cooperation beyond mere government-to-government exchanges to include actual industrial sites. Environmental companies are expected to directly confirm China's vast market potential and demand for environmental industries, explore cooperation opportunities with local companies, and generate concrete business outcomes. In particular, given the Chinese government's intensified environmental regulations and massive investments in fostering eco-friendly industries, this could be an excellent opportunity for Chungnam's environmental companies to explore new markets.
Director-General Kim Young-myung stated, "This environmental administration exchange meeting will be a meaningful opportunity to expand the scope of cooperation beyond administrative-focused exchanges to include the private sector," adding, "We will do our best to lead international environmental cooperation as a carbon-neutral economic special province and enhance the competitiveness of the provincial environmental industry." In the future, Chungnam Province plans to pursue various forms of exchanges with Chinese local governments through continuous cooperation, including joint research on climate change response, joint development and commercialization of environmental technologies, and joint hosting of environmental industry exhibitions. Furthermore, it will further activate the private sector exchange channels established through this meeting to identify practical cooperation projects between environmental companies of both countries and promote mutually sustainable growth. Chungnam's proactive efforts are expected to serve as a model example of the role local governments can play as key actors in international environmental cooperation in the era of carbon neutrality.
