
On the 18th, Guri City received the Excellence Award at the "2026 Gyeonggi-do AI & Data Policy Best Practice Presentation Competition" for its agenda titled "Establishment of a Flood Prediction System through Rainfall Forecast Analysis in the Upper Reaches of Wangsukcheon Stream." This competition was designed to discover best practices in the utilization of artificial intelligence and data within the public administration sector.
The system, independently developed by Guri City, was completed by combining real-time data provided via open APIs from the Han River Flood Control Office and the Korea Meteorological Administration Application Programming Interface Hub with the coding capabilities of generative artificial intelligence Gemini. Through this, a mathematical model for predicting the water level of Wangsukcheon Stream and a real-time monitoring system were established.
The system is designed to comprehensively analyze multiple factors, including not only rainfall at major observation stations within the Wangsukcheon basin, but also Thiessen weights, runoff coefficients, time of concentration, and the impact of downstream drainage delays caused by Paldang Dam discharges. In particular, by simultaneously utilizing two prediction curves—one based on forecasts and the other on actual measured rainfall—it significantly reduced the variation error with actual water levels to an average of around 5cm, thereby boosting the reliability of disaster response decision-making.
With the introduction of this technology, Guri City has acquired the capability to predict water levels 1 to 3 hours in advance of heavy summer downpours. In addition, by linking alarm functions within the disaster safety situation room, the city has established a preemptive disaster response system that immediately detects hazard signs and provides timely control over riverside parking lots and floodway roads.
An official from Guri City stated, "This award is meaningful in that it shows Guri City is successfully promoting AI- and data-based administration," adding, "We will continue to discover and analyze data related to various municipal issues to do our utmost in enhancing the quality of life for our citizens."
