LAS VEGAS — In a major breakthrough for the autonomous vehicle industry, Amazon’s self-driving subsidiary, Zoox, has officially secured the first-ever U.S. federal approval to operate commercial robotaxi services using vehicles built entirely without traditional driver controls, such as steering wheels or pedals.

The National Highway Traffic Safety Administration (NHTSA), an agency under the U.S. Department of Transportation, granted Zoox a temporary exemption from strict Federal Motor Vehicle Safety Standards (FMVSS). Under current federal regulations, all motor vehicles operating on public roads are required to feature manual control equipment designed for human drivers. By waiving these requirements, federal regulators have cleared a path for purpose-built autonomous shuttles to operate commercially on public streets.

The regulatory exemption allows Zoox to deploy up to 2,500 custom-designed robotaxis per year over a two-year period, effectively enabling the company to scale its operational fleet up to 5,000 units nationwide.

A Departure from Conventional Autonomous Designs

Unlike competitors such as Alphabet’s Waymo or Tesla, which adapt conventional passenger cars by retrofitting them with autonomous sensors and software, Zoox features a unique "purpose-built" design.

The vehicle has no defined front or rear end, allowing it to drive bidirectionally with equal ease. Inside, the cabin entirely eliminates the driver’s seat. Instead, it features a carriage-style seating arrangement where four passengers sit facing each other. This radical redesign aims to maximize interior space and comfort while optimizing the vehicle specifically for shared autonomous transport rather than traditional individual driving.

Commercial Launch and Regional Expansion

Following the landmark federal approval, Zoox announced that it is now legally authorized to charge fares for its robotaxi rides.

Currently, the company provides complimentary rides in Las Vegas and runs pilot testing for a select group of registered users in San Francisco. With commercial authorization in hand, Zoox plans to launch its first paid robotaxi service in Las Vegas next month. Following the Las Vegas rollout, the company intends to expand its paid commercial footprint to additional regions as soon as negotiations with local municipal authorities are finalized.

Federal Oversight and Safety Conditions

While granting the exemption, the NHTSA emphasized that commercial approval comes with strict regulatory oversight. As a condition of the exemption, Zoox must enhance its internal safety governance and maintain a flexible supervisory framework capable of adapting alongside ongoing technological advancements.

This historic decision marks a pivotal moment for the autonomous vehicle sector, signaling that federal regulators are increasingly ready to accommodate fully custom, driverless vehicle architectures on American roads.
