SEOUL — South Korea’s economic recovery is gaining remarkable momentum, with the possibility of achieving a $40,000 per capita gross national income (GNI) becoming increasingly tangible. Deputy Prime Minister and Minister of Economy and Finance Koo Yun-cheol announced on September 10, 2026, that the country’s growth trajectory has grown stronger, supported by stellar macroeconomic indicators and a sharp expansion in nominal output. 

Speaking at a joint economic and structural innovation ministerial meeting held at the Government Complex Seoul, Minister Koo highlighted that the nominal gross domestic product (GDP) for the second quarter surged by 26.4% compared to the same period last year. This marks the highest growth rate recorded in 47 years, tracing back to the third quarter of 1979. Driven by a semiconductor export boom, improved terms of trade, and a stabilizing foreign exchange rate, the broader national purchasing power has expanded rapidly. 

Clear Signs of Recovery and Livelihood Improvements

The government emphasized that the recovery is not merely reflected in macro-level numbers but is also permeating the everyday economy. Labor market data shows positive trends, with the number of employed individuals in August rising by 184,000—rebounding into the upper 100,000 range for the first time since disruptions tied to Middle East conflicts. Furthermore, recent household income surveys for the second quarter demonstrated tangible income growth among vulnerable and hard-hit socioeconomic brackets.

International institutions have also taken note. Major global credit rating agencies, including Moody's and Fitch, have delivered encouraging assessments of the South Korean economy. "Despite challenging global headwinds, our economy is heading toward a clear and solid path of recovery and growth more than ever before," Koo stated. He stressed that the government will not rest on its laurels, pledging to fine-tune policies to accelerate growth momentum and solidify structural reforms to upgrade the nation’s economic fundamentals. 

Targeting Industrial Upgrading and Trade Crime Prevention

During the meeting, economic ministers from key branches—including the Ministry of Science and ICT, the Ministry of Culture, Sports and Tourism, the Ministry of Trade, Industry and Energy, and the Ministry of Land, Infrastructure and Transport—convened to address pressing structural challenges.

A central agenda item was the structural innovation strategy for the domestic steel industry. Minister Koo announced that a comprehensive advancement package will be unveiled in the fourth quarter. This initiative will focus on manufacturing process innovations powered by artificial intelligence (AI), the expansion of high-value special steels, and low-carbon transitions centered around hydrogen-reduced steelmaking. The administration plans to sequentially roll out similar upgrade frameworks for other core manufacturing pillars, such as petrochemicals.

To address real estate and urban development bottlenecks, the government introduced counter-measures for vacant knowledge industry centers. Unsold or vacant knowledge industry centers will be systematically repurposed into public rental housing for young adults and newlywed couples, actively generating demand through public sector projects.

Additionally, authorities announced a crackdown on financial and trade-based fiscal crimes. Measures will target fraudulent export volume manipulations aimed at securing new stock listings, policy financing, or government subsidies, alongside practices like disguising low-cost foreign imports as domestically manufactured goods in public procurement.

Looking Ahead: The 2027 World Youth Day

Shifting focus to upcoming international milestones, Minister Koo discussed preparations for the "2027 World Youth Day," scheduled to take place in Seoul next summer. Anticipating the arrival of over one million young participants from across the globe, the government expects the event to generate profound economic ripple effects, including production and employment stimulation, while elevating national prestige through widespread cultural diplomacy.

Koo concluded by affirming that the government will coordinate across agencies to guarantee flawless safety management, immigration procedures, and transportation systems, while running diverse cultural and experiential programs to spread the influence of the Korean Wave (Hallyu).
