OTOM’s Global Strategy ‘From Words to Results’: Supplying 60 Units to Indian Public Procurement, Targeting Follow-up Markets in Tuberculosis AI

The global business strategy of OTOM, a portable X-ray and medical imaging artificial intelligence (AI) specialized company, is taking more concrete shape. While the company is pushing to establish local manufacturing systems in the Philippines and business development in the Middle East centered on Abu Dhabi, it has now led to actual public procurement supply in India.

According to OTOM, its local partner in India received 60 portable X-ray units allocated for the Andhra Pradesh state's AI-based portable X-ray procurement project and commenced on-site installation in early October. This supply holds great significance as it goes beyond simple overseas sales, securing actual delivery references within the Indian government procurement market.

The Andhra Pradesh Medical Services and Infrastructure Development Corporation (APMSIDC) in India officially conducted a 2-year supply contract bidding for 100 units of "portable X-rays equipped with AI-based reading functions." The bidding conditions included not only equipment supply but also after-sales service requirements such as warranties and maintenance.

In particular, this Indian project is drawing attention as a case where participation in public procurement through a local partner led to actual equipment supply, demonstrating an overseas business model that OTOM can apply in other countries. OTOM’s Indian partner, Labindia Healthcare, currently includes OTOM’s MINE 2 and MINE ALNU in its official product lineup for sales. Furthermore, OTOM’s Mine 2.1 and Labindia Healthcare are specified as manufacturer and supplier examples in the operational guidelines for portable X-rays under India's National Tuberculosis Elimination Programme (NTEP).

The potential for market expansion is also a point worth noting. In the 2026 portable X-ray bidding for tuberculosis in Odisha, India, Labindia was confirmed to have submitted the "HDT/OTOM Mine2.1 ALNU" as its proposed product. Although separate from the final winning of individual bids, the fact that OTOM's products are continuously being proposed to public health procurement markets across various regions in India serves as an important indicator for evaluating future follow-up order potential.

The reason why this Indian supply is drawing more attention is that the pieces of the overseas business puzzle OTOM has been building are falling into place. Previously, OTOM signed a strategic MOU with IONICS EMS, a major EMS company in the Philippines, to pursue local SKD production of portable X-rays, commercialization in the Philippines, and joint R&D and localization of medical imaging AI. IONICS EMS is a core manufacturing affiliate of the PSE-listed IONICS Group, equipped with global manufacturing infrastructure including ISO 13485, the quality management system for medical devices.

In the Middle East, business foundation expansion centered on Abu Dhabi is underway. Recently, as the Korea-Abu Dhabi industrial cooperation project involving the Abu Dhabi Department of Economic Development (ADIO) and the Abdullah Group gets into full swing, the establishment of local manufacturing and commercialization foundations for Korean technology companies is progressing.

Connecting these dots, OTOM’s overseas business strategy becomes gradually clear: securing production and AI localization in the Philippines, market development in the Middle East via Abu Dhabi, and government procurement and actual supply performance in India. Above all, the supply of 60 units to India differs in meaning from MOUs or business plans in that actual products have moved to overseas public medical sites. If installation and operation proceed stably, the delivery and operation references that OTOM and its local partner can present in subsequent bids can be further strengthened.

The next step OTOM is eyeing is the combination of tuberculosis (TB) screening and medical imaging AI. This is a structure where portable X-rays capture chest images on-site, and AI analyzes tuberculosis-suspected findings and severity to support medical staff's subsequent judgments. Given that it can be used even in areas with poor medical accessibility, its point of contact with large-scale public health markets like India is significant.

In particular, if AI diagnostic assistance solutions are mounted on portable X-rays, it is expected that immediate severity determination and emergency patient triage will become possible even in remote areas where expert readers are scarce.

OTOM’s MINE ALNU is a product that has obtained market clearance as a mobile X-ray system from the US FDA 510(k). In the market, there is an evaluation that OTOM's overseas business now needs to be viewed from the stage of "whether it can create a repeatable supply model" rather than just "possibility of entry."

If this supply of 60 units leads stably to on-site operation and expands based on this to additional state government bids and tuberculosis screening projects in India, OTOM can build a business structure of hardware sales leading to AI integration and repeated public procurement orders.

An OTOM official stated, "The Indian public procurement supply is a meaningful reference in that OTOM's portable X-rays have entered AI-based public health project sites," adding, "Along with local manufacturing in the Philippines and market development in the Middle East, we will accumulate actual supply and operation experience in India to connect it to follow-up businesses including medical imaging AI."
