Having suffered from polio as a child, he is an inspirational figure who overcame physical adversity, passing the high school equivalency exam before graduating from Yeungnam University (Dept. of Public Administration) and the Seoul National University Graduate School of Public Administration.
After passing the Higher Civil Service Examination in 1981, he dedicated over 30 years to public service until 2013, laying the foundation for South Korea's employment and labor policies.
