Bucheon City Fully Activates "Livelihood Recovery Consumption Coupon Task Force" to Boost Local Economy

Active utilization of Bucheon-style basic care models, including "Onmaum AI Welfare Call" guidance for vulnerable groups

Bucheon Mayor Jo Yong-ik: "We will design a virtuous cycle within the region to make it a catalyst for livelihood stability."

To swiftly and systematically respond to the Livelihood Recovery Consumption Coupon application and distribution, which begins on the 21st, Bucheon City has formed a dedicated task force (TF) of 212 people and established a comprehensive situation room on the 2nd floor of Hillstate Jung-dong on the 9th.

This is a proactive measure to efficiently operate the Livelihood Recovery Consumption Coupon project, the first consumption promotion policy of the Lee Jae-myung administration. The comprehensive situation room will serve as a control tower, overseeing all aspects of the consumption coupon project, including receipt, distribution, and appeals.

The TF will operate as an enterprise-wide administrative model, with the Vice Mayor as the head and all departments, including the Welfare Policy Division, Administrative Support Division, Local Economy Division, Information and Communication Division, Public Relations Department, and Employee Welfare Division, participating functionally to ensure organic collaboration.

The comprehensive situation room will be staffed by 11 related employees, including the Director of the Welfare Bureau as the head of the situation room, on a permanent basis. They will establish overall plans for smooth consumption coupon distribution and operation, and handle tasks such as civil complaint response and appeal processing. To assist citizens who find it difficult to visit on weekdays, weekend application counters will also be opened for those who wish to apply in advance.

Each department will continue to collaborate organically, prioritizing livelihood stability and consumption promotion. The Administrative Support Division will organize and operate field reception teams at 37 dong administrative welfare centers and provide administrative personnel support to the city and gu offices. The Local Economy Division will focus on activating Bucheon Pay merchants and cooperating on card issuance, while the Information and Communication Division will install reception equipment. The Public Relations Department will handle media response and citizen promotion, and the Employee Welfare Division will be responsible for hiring and training contract workers. The Bucheon City Call Center will be fully prepared to actively respond to citizens' inquiries and complaints.

In addition, Bucheon City plans to actively utilize Bucheon-style basic care models, such as the "Onmaum AI Welfare Call," to guide vulnerable groups, including basic living allowance recipients, on the consumption coupon. Furthermore, it will establish a seamless support system through public-private cooperation, such as setting up hub-type on-site reception counters in collaboration with comprehensive social welfare centers.

Bucheon citizens will receive 150,000 won per person when applying for this consumption coupon, while those in the next-higher income bracket will receive 300,000 won per person, and basic living allowance recipients will receive 400,000 won per person.

Bucheon Mayor Jo Yong-ik stated, "We will strive to design a virtuous cycle within the region, so that the Livelihood Recovery Consumption Coupon becomes a catalyst that revitalizes the sluggish local economy and serves as an opportunity for livelihood stability." He added, "I urge everyone not to miss the application period, which begins on the 21st."
