Asunción, Paraguay – The Paraguayan Congress has taken a significant step toward expanding cultural access for people with disabilities. The Human Rights Commission of the Chamber of Deputies has deliberated on the "Law on Guaranteeing Free Public Performance Tickets for People with Disabilities" and has decided to further refine the bill by adding several amendments.
Proposed by Deputy María Constancia Benítez, the bill aims to support the active participation of people with disabilities in socio-cultural activities and to enhance accessibility and inclusivity among performance organizers through public awareness campaigns.
The bill's background reflects the reality that many people with disabilities face economic hardships that limit their participation in cultural, sports, and entertainment events.
The Human Rights Commission resolved to amend the bill after gathering input from the National Secretariat for the Rights of Persons with Disabilities (Senadis). In particular, there was a consensus on the need to clarify the criteria for the degree of disability that would qualify for free admission and to establish detailed regulations for seating arrangements when accompanying persons are present.
Senadis emphasized that people with disabilities encounter numerous obstacles when participating in socio-cultural activities, and expressed that this bill will play a crucial role in transforming this reality. This bill discussion is an important case that shows that Paraguayan society is working to guarantee the rights of disabled people and social integration.
