The scenic valley, often dubbed the "Switzerland of India" for its breathtaking Himalayan views, became the site of the deadliest assault on civilians in the region in recent years, as described by former Jammu and Kashmir Chief Minister Omar Abdullah.
Reports indicate that a significant number of people were also injured in the indiscriminate firing, with several reported to be in critical condition. The attack has sent shockwaves across the globe, drawing strong condemnation from world leaders.
United States President Donald Trump, taking to 'Truth Social', expressed his condolences and affirmed solidarity with India, stating, "Very shocking news coming out of Kashmir. The U.S. stands with India against terrorism." Russian President Vladimir Putin conveyed his "sincere condolences" for the victims of the "cruel crime," while European Commission President Ursula von der Leyen denounced the attack as a "vile act of terror."
Indian Prime Minister Narendra Modi, who cancelled his scheduled visit to Saudi Arabia in the immediate aftermath, vowed that the perpetrators would be brought to justice. In a statement, Modi asserted, "Our resolve against terrorism remains firm. Our solidarity with the people of Jammu and Kashmir is unwavering."
Pakistan's Foreign Office issued a statement expressing "concern" over the loss of lives and offered condolences to the bereaved families, wishing a "speedy recovery" to the injured.
While the region has been plagued by a territorial dispute for over three decades, this particular incident marks an alarming escalation due to the large number of tourists deliberately targeted.
Following the attack, Indian Home Minister Amit Shah rushed to Srinagar, the largest city in Kashmir, to convene an emergency security meeting. Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, confirmed the deployment of army and police personnel to the site of the attack.
As of now, no militant group has claimed responsibility for the atrocity. The Muslim-majority region has witnessed a long-standing insurgency since 1989, although violence had seen a relative decline in recent years.
The precise location of the ambush was near Baisaran, a picturesque meadow approximately 5 kilometers from Pahalgam. Vidhi Kumar Birdi, Inspector General of Police for Kashmir Zone, told BBC Hindi that vehicular access to the area had been blocked.
Eyewitness accounts from survivors paint a grim picture of the sudden and chaotic attack. One tourist recounted the pandemonium as the firing began, with people screaming, crying, and scrambling for safety.
Videos circulating on Indian media outlets showed Indian security forces rushing towards the scene. Disturbingly, some emerging, unverified videos reportedly contained testimonies from victims alleging that the gunmen specifically targeted non-Muslims. BBC has not yet independently verified the authenticity of these videos, which also purportedly depicted bodies strewn across the meadow and people crying for help.
Local police confirmed that a large number of injured tourists were transported to hospitals. The area has been cordoned off, and security forces have established checkpoints, conducting thorough vehicle inspections. A joint search operation involving the Indian Army and Jammu and Kashmir Police is currently underway to apprehend the assailants.
Indian media reports indicate that several protests were planned for the following day, Sunday. Security forces were seen deployed outside government hospitals in Srinagar South's Anantnag district, where the injured were receiving treatment.
The Kashmir region, nestled in the Himalayas, has been a hotbed of separatist insurgency against Indian rule since the 1990s, resulting in the deaths of tens of thousands of civilians and security personnel. The division of the region occurred in 1947 during India's independence from British rule and its subsequent partition into India and Pakistan. Both nuclear-armed nations claim the entirety of the territory, leading to two major wars and numerous smaller conflicts over the decades. This latest attack is the most significant targeting of civilians since June 2024, when militants ambushed a bus carrying Hindu pilgrims, killing nine and injuring 33. In 2019, a suicide bombing in Indian-administered Kashmir killed at least 46 Indian paramilitary soldiers, prompting retaliatory airstrikes by India on targets within Pakistan.
Pahalgam is a renowned tourist destination for both domestic and international visitors, and the government has been actively promoting tourism in the region. Official statistics revealed that approximately 3.5 million tourists visited Kashmir in 2024 alone. This brutal attack is a stark reminder of the fragility of peace in the region and poses a significant challenge to these efforts.
