Paraguay: Emerging as a New Hub for the South American Textile Industry

Paraguay is pursuing an ambitious strategy to become a new center for the textile industry within Mercosur (Southern Common Market). Javier Giménez, Minister of Industry and Commerce, emphasized the potential of Paraguay's textile industry at the 2025 EU-Paraguay Investment Forum, stating that the revival of cotton cultivation is a key driver for the growth of the domestic textile sector.

Minister Giménez asserted that the resurgence of cotton cultivation in the Paraguayan Chaco region offers an opportunity to establish a complete industrial value chain, from raw cotton production to spinning, weaving, and apparel manufacturing. He stated, "The revival of Paraguayan cotton opens up the possibility of consolidating a value chain that integrates raw material production with the yarn, fabric, and apparel industries, significantly impacting job creation and exports." This demonstrates Paraguay's determination to transition from merely an exporter of raw materials to a producer of high-value-added products.

The Paraguayan government contends that while Mercosur countries currently import billions of dollars worth of textile products from Asia, a significant portion of these products could be manufactured in Paraguay. Minister Giménez emphasized, "We have clear logistical advantages in supplying products to the regional market, which offers concrete opportunities to promote industrialization and substitute imports." These remarks highlight Paraguay's vision of not only providing a production base but also playing a pivotal role in the regional supply chain and transforming the landscape of the textile industry within Mercosur.

Textile Industry Investment Attraction Strategy and Current Status 

Paraguay's textile industry growth strategy focuses on actively attracting foreign investment to strengthen domestic industries, create jobs, and increase added value. To achieve this, the Paraguayan government is actively utilizing investment promotion schemes such as the Maquila regime. The Maquila regime offers tax incentives for imported raw materials that are processed into finished goods for export, which has significantly contributed to the growth of Paraguay's textile and apparel industries.

According to data from the Undersecretariat of Industry and Commerce, as of the end of May 2025, the textile and apparel sector accounted for approximately $86 million in exports through the Maquila regime, making it the second-largest export item, representing 18% of total Maquila exports. Currently, this sector employs a total of 7,520 people, with 81 textile and apparel-related companies operating under the Maquila regime. These figures indicate that Paraguay's textile industry already possesses considerable scale and job-creation capabilities.

Furthermore, data from the Central Bank of Paraguay shows that in the first quarter of 2025, Paraguay exported 566 tons of Grade A cotton valued at $888,000. This not only demonstrates the stability of raw material supply for the textile industry based on its high-quality cotton production capacity but also suggests the possibility of establishing an integrated value chain from cotton production to finished goods.

Diversity of Paraguayan Textile Products and Market Potential 

Paraguay exports a variety of textile products, including apparel, underwear, and bedding (commonly referred to as 'white line' products). Key export items include blankets, leggings, socks, dresses, pants, skirts, bedding, tablecloths, bath linens, kitchen linens, curtains, and blinds. This diverse range of products indicates that Paraguay's textile industry possesses extensive production capabilities and can meet the demands of various markets.

Paraguay's geographical location enhances its access to the vast Mercosur market, which includes Brazil, Argentina, and Uruguay. Additionally, low production costs and a relatively stable workforce make Paraguay an attractive investment destination. Coupled with the movement among Mercosur countries to reduce reliance on Asian imports and increase regional production, Paraguay is seizing a prime opportunity to play a pivotal role in the regional supply chain.

However, for Paraguay to firmly establish itself as a leader in the South American textile industry, it must address several challenges. Examples include strengthening textile design and research and development capabilities, training skilled labor, and technological innovation to meet international quality standards. Furthermore, the adoption of eco-friendly production methods and the establishment of sustainable supply chains are increasingly important globally, requiring investment and effort in these areas.

With strong support from the Paraguayan government and sustained domestic and international investment, Paraguay's textile industry, bolstered by the revival of cotton cultivation, has significant potential to contribute to job creation and economic growth, emerging as a new powerhouse in the South American textile market.
