Gyeongsangbuk-do Shapes the Future of the "K-Food Hallyu" Industry: Translating Policy into Action Through Collaboration with Specialized Institutions and Universities

In an ambitious move to spearhead the global expansion of Korean cuisine, Gyeongsangbuk-do hosted the "Gyeongbuk Food Hallyu Industry Industry-Academia-Research Cooperation Roundtable" on September 10 at the provincial government building. The strategic gathering brought together key stakeholders, including representatives from affiliated and invested organizations such as the Gyeongbuk Techno Park and the Gyeongbuk Bio Industry Research Institute, as well as prominent academic figures and food-tech professors from leading regional institutions like Kyungpook National University, Yeungnam University, and POSTECH (Pohang University of Science and Technology).

This high-level meeting was convened to share the strategic vision of the Food Hallyu Industry Bureau—which was newly established last August as the nation’s first dedicated provincial-level organization of its kind—and to formulate concrete policy tasks by harnessing the specialized research, technological prowess, corporate support infrastructure, talent cultivation capabilities, and cultural tourism contents of regional universities and specialized agencies.

Establishing a New Paradigm: The Three Core Pillars of Gyeongbuk’s Food Hallyu Strategy

During the session, Gyeongsangbuk-do laid out its core strategic vision for the local food Hallyu sector, structured around three strategic pillars designed to transform the regional food landscape into a powerhouse for future growth:

A Testbed for South Korea’s Food Industry: Positioning Gyeongsangbuk-do as an experimental hub where cutting-edge technologies can be rigorously tested and implemented in real-world food production environments.
A Growth Base for K-Food Enterprises: Building a comprehensive nurturing ecosystem that empowers domestic and local food companies to scale up, attract investment, and expand their market reach. 
A Global Food Hallyu Platform: Creating a worldwide conduit that connects regional agricultural resources and food innovations directly to international markets, leveraging cultural contents and traditional heritage. 

Fostering Synergy Through Industry-Academia-Research Collaboration

To realize these ambitious objectives, the participants engaged in intensive, sector-specific discussions on how to integrate diverse expertise into a cohesive operational framework:

Technology Convergence and R&D: Universities and research institutes explored ways to infuse advanced technologies—such as food-tech, artificial intelligence (AI), biotechnology, and robotics—into traditional food manufacturing, conducting joint research and development initiatives to modernize production processes.
Corporate Support and Step-by-Step Growth: Business support agencies focused on building robust lifecycle assistance programs for enterprises, ranging from startup incubation and venture investment attraction to technical troubleshooting, domestic market penetration, and export promotion.
Cultural Integration and Heritage Utilization: Cultural tourism and content institutions discussed methodologies for tapping into Gyeongsangbuk-do’s rich reservoir of traditional dietary culture and historical assets to craft unique, story-driven Food Hallyu branding models.

Toward a Sustainable Innovation Ecosystem

Gyeongsangbuk-do plans to actively integrate the proposals and insights generated from this roundtable into its upcoming food Hallyu policies and new project pipelines. The province will continue to run working-level consultative bodies across various fields, solidifying a permanent and organic collaborative network among industries, universities, and research institutes.

Kwang-mo Koo, Director-General of the Gyeongsangbuk-do Food Hallyu Industry Bureau, emphasized the comprehensive nature of the initiative, stating, "The Food Hallyu industry cannot thrive on good raw materials alone; it is a complex, convergence-based sector where technology, human capital, corporate strategy, culture, and content must seamlessly intertwine." He further added, "We will use this roundtable as a vital launchpad to merge the research and talent-development capabilities of our universities with the business-support and commercialization expertise of our specialized institutions, ultimately building an unprecedented and innovative food industry ecosystem unique to Gyeongsangbuk-do."

Background and Broader Context of Gyeongbuk's Food Hallyu Initiative

The launch of Gyeongsangbuk-do’s Food Hallyu Industry Bureau in August marks a paradigm shift in how regional governments approach the agricultural and food sectors. Traditionally, local governments focused primarily on primary agricultural production, raw material supply, and localized processing. However, the global surge of interest in Korean culture—spanning K-pop, K-drama, and now deeply rooted into K-food—has created an urgent demand for systematic industrial scaling, technological modernization, and global marketing. 

By breaking traditional administrative silos, Gyeongsangbuk-do is positioning itself at the intersection of traditional heritage and future technologies. The region boasts a deep heritage of traditional Korean food culture, royal cuisine roots, and historic brewing traditions, which serve as an authentic cultural foundation. When combined with POSTECH’s world-class robotics and AI research, Kyungpook National University’s bio-food capabilities, and Yeungnam University’s extensive industrial-academic networks, the province possesses a uniquely robust ecosystem. 

Experts note that as global consumer demands shift toward health-conscious, personalized, and sustainable diets, food-tech innovations such as alternative proteins, smart manufacturing, and AI-driven recipe optimization will dictate market leadership. Through this newly formalized cooperative framework, Gyeongsangbuk-do aims not only to bolster regional economic growth and create high-tech jobs for young professionals in the region, but also to set a benchmark for national agricultural and food policies across South Korea. The proactive alignment of government vision with academic research and institutional execution signals a promising horizon for the globalization of Korean food under the banner of "Food Hallyu."
