SAN JUAN, PUERTO RICO - For the second time in just over three months, a massive power outage has struck the U.S. territory of Puerto Rico, leaving its 3.2 million residents in disarray. LUMA Energy, the company responsible for the island's power transmission and distribution, reported the widespread disruption early Tuesday (local time), citing a facility malfunction.   

In a post on X (formerly Twitter), LUMA Energy stated, "Due to a facility issue, power service is experiencing problems island-wide since early this morning. The outage is affecting the entire island, including the capital city of San Juan."   

The Associated Press, citing LUMA Energy, reported that approximately 1.4 million people were without electricity. This widespread blackout occurred as daytime temperatures in San Juan soared above 32 degrees Celsius (nearly 90 degrees Fahrenheit), exacerbating the discomfort for residents.

Adding to the woes, around 80,000 households also experienced disruptions in their water supply, further highlighting the fragility of the island's infrastructure. The power outage forced the closure of numerous businesses within shopping malls, and public transportation services were brought to a standstill.

Disturbing footage shared on local social media platforms depicted stranded train passengers precariously navigating along elevated tracks, clinging to waist-high safety barriers.

While island-wide blackouts were not a frequent occurrence in Puerto Rico before 2017, the situation has drastically changed since Hurricane Maria devastated the power grid in September of that year. The most recent major outage prior to this occurred on December 31st of last year, when 1.2 million of LUMA Energy's 1.46 million customers were left without power, casting a shadow over New Year's Eve preparations.

LUMA Energy estimates that service restoration could take between 48 and 72 hours, according to a later post on X around 5 PM local time. This prolonged period without power raises concerns about the well-being of vulnerable populations and the potential economic impact on the island.

The recurring power crises underscore the urgent need for infrastructure upgrades and consistent maintenance of Puerto Rico's aging power generation facilities. Local authorities have repeatedly voiced these concerns to the U.S. mainland, highlighting the critical need for federal support.   

However, there is a growing sense of frustration among Puerto Ricans that their pleas for assistance are not being adequately addressed. Despite being U.S. citizens subject to federal laws, residents of Puerto Rico lack voting representation in U.S. presidential and congressional elections. This lack of political leverage is perceived by many as a structural impediment, hindering their ability to effectively advocate for essential resources and infrastructure improvements from the federal government.   

The latest island-wide blackout serves as another stark reminder of the precarious state of Puerto Rico's infrastructure and the ongoing challenges faced by its residents in securing reliable basic services. The coming days will be critical in assessing the full impact of this outage and the speed at which power can be fully restored.
