Ministry of Land, Infrastructure and Transport Approves '2nd Incheon City Rail Network Construction Plan'

INCHEON – The landscape of public transportation in Incheon’s historic core is set for a dramatic transformation. On February 18, 2026, the Ministry of Land, Infrastructure and Transport (MOLIT) officially approved and gazetted the "2nd Incheon City Rail Network Construction Plan," effectively greenlighting the development of the highly anticipated Incheon Metro Line 3.

The finalized plan confirms that the new line will pass through Dong-gu, a district that has long navigated logistical challenges due to its mixture of aging industrial complexes and residential zones. Specifically, the inclusion of Songnim O-geori (Station 109) and the Hyundai Steel area (Station 110) marks a pivotal turning point for the district’s connectivity.

Bridging the Gap: Industry and Residency
For years, residents and workers in the Songnim-dong area have called for improved accessibility. As a hub where heavy industry meets local housing, the lack of robust rail infrastructure has been a bottleneck for growth.

The Ministry’s approval provides the legal and institutional framework necessary to move forward with:

Feasibility Studies: Rigorous economic and technical evaluations.
Master Plan Establishment: Detailed routing and station placement.
Budget Allocation: Securing national and municipal funding.

Synergy with 'Jemulpo Renaissance'
This rail expansion is not an isolated project; it is a core pillar of Incheon City’s ambitious "Jemulpo Renaissance" initiative. This urban regeneration strategy aims to revitalize the original downtown (Won-dosim) by reorganizing industrial, residential, and commercial functions.

The integration of Line 3 into Dong-gu is expected to yield several high-impact benefits:

Enhanced Mobility: Drastically reducing commute times for residents in the old city center.
Industrial Competitiveness: Providing a modern logistics and transit backbone for major facilities like Hyundai Steel.
Urban Revitalization: Stimulating real estate investment and improving the overall living environment in neglected neighborhoods.

A Vision for the Future
In response to the announcement, Kim Chan-jin, Mayor of Dong-gu, expressed strong support for the central government’s decision.

"We enthusiastically welcome the approval of the 2nd Incheon City Rail Network Construction Plan," Mayor Kim stated. "Our administration will provide unwavering administrative support to ensure that Dong-gu reclaims its position as a major transportation hub, connected in all four directions."

As the project enters the administrative pipeline, local stakeholders are optimistic that Incheon Line 3 will serve as the "artery" that pumps new life into the city’s historic heart.
