LONDON & PARIS — A catastrophic wave of wildfires fueled by unprecedented heatwaves, fierce winds, and severe drought has pushed Western Europe into a state of crisis. More than 92,000 residents and summer tourists have been forced to flee their homes and resorts across Spain and France. In response to the escalating disaster, Spain has declared a national state of emergency for the first time in its history due to wildfires, while both nations have formally requested emergency assistance from the European Union.

According to data from the European Forest Fire Information System (EFFIS), wildfire intensity across the EU has broken previous records, with total burned area reaching nearly double the 20-year historical average for this time of year.

Spain Faces Unprecedented Destruction

In Spain, the situation deteriorated rapidly as multiple large-scale blazes merged across several provinces, including Madrid, Ávila, León, and Toledo. In the western Madrid region, two massive fires unified, consuming over 3,000 hectares within hours and threatening to merge with additional active fronts. Regional leaders characterized the event as the worst ecological disaster in Madrid's recorded history, prompting the evacuation of 25,000 individuals from the area.

Meanwhile, in neighboring Ávila, high temperatures exceeding 42°C (107.6°F) combined with rugged terrain to burn over 9,000 hectares, forcing 1,500 residents into temporary shelters. Nationwide, Spanish environmental authorities reported that 29 major wildfires have occurred so far this year—more than triple the ten-year average of nine for the January–July period. Total scorched land in Spain has reached 115,000 hectares, an area nearly twice the size of Seoul.

Prime Minister Pedro Sánchez confirmed that all available military and civil protection resources have been deployed to combat the flames, while law enforcement authorities investigate potential human negligence linked to heavy machinery use during high-risk conditions.

Coastal Evacuations and Maritime Rescues in France

In southwestern France, the Gironde and Landes regions bear the brunt of the crisis. French Interior Minister Laurent Nuñez reported 32 active fires nationwide, with the Gironde blaze consuming over 10,000 hectares and destroying at least 80 homes.

The fire severely threatened the Cap Ferret peninsula, a prominent luxury resort area near Bordeaux. As the sole land exit route became engulfed in dense smoke and flames, local authorities initiated an emergency maritime evacuation. Hundreds of vacationers and local residents were rescued by boats and local vessels across the Arcachon Basin. In total, approximately 67,000 people have been evacuated from the Gironde and Landes regions combined.

French officials noted that more than 50,000 hectares have burned across France since January, representing nearly a threefold increase compared to the same period last year. The fighting has come at a high cost, with nearly 40 firefighters injured in Gironde and three fatalities reported among emergency personnel in France and Italy this week.

EU Mobilizes Civil Protection Mechanism

Faced with overwhelming firefighter fatigue and depleted local assets, French President Emmanuel Macron activated the EU Civil Protection Mechanism. The European Commission responded immediately by coordinating emergency air support from member states, including amphibious firefighting aircraft from Croatia, specialized Air Tractor planes from Portugal, and heavy-lift Black Hawk helicopters from the Czech Republic and Slovakia.

EU officials emphasized that climate change-driven weather extremes are severely compounding seasonal wildfire risks, necessitating stronger cross-border emergency coordination and long-term preventive infrastructure investments across the continent.
