Completion target moved up from the second half of 2031 to the first half of 2030, with roadmap establishment starting next year
Chungnam Province has secured a way to shorten the expected operational timeline of the Cheonan National Industrial Complex (the relocation site of the livestock breeding station)—set to become a core industrial hub driving South Korea's future growth and a new landmark for Chungnam and Cheonan—by approximately 1 year and 6 months.
On the 15th, Governor Park Soo-hyun met with Hampyeong County Mayor Lee Nam-oh at the provincial government reception room to share the current status of the livestock breeding station relocation and discuss win-win cooperation measures.
The relocation of the livestock breeding station (the Animal Resources Development Division under the National Institute of Animal Science of the Rural Development Administration) is a prerequisite for the creation of the Cheonan National Industrial Complex. Last year, the Animal Resources Development Division even entered into a detailed design service for the relocation site in Hampyeong.
However, the relocation project was suspended due to differences with local residents regarding land compensation, livelihood support, and the expansion of infrastructure.
In response, Governor Park actively requested government support in July by meeting with the head of the National Institute of Animal Science, and solutions were devised as Hampyeong County and the Animal Resources Development Division accommodated the residents' demands. Based on the agreement with residents, the Animal Resources Development Division submitted the implementation plan approval documents to Hampyeong County on the 29th of last month, putting the relocation of the Cheonan livestock breeding station back on a normal track.
Hampyeong County and the Animal Resources Development Division will apply a fast-track process from implementation plan approval to completion, significantly advancing the Cheonan livestock breeding station relocation schedule from the originally planned 2028 start of construction and second half 2031 completion to next year's start of construction and first half 2030 completion.
With the relocation of the livestock breeding station to Hampyeong gaining rapid momentum, the creation of the Cheonan National Industrial Complex has also received a strong boost.
Starting next year, the province will re-establish its roadmap to materialize the national industrial complex project plan, and will also step-by-step promote follow-up procedures such as preliminary feasibility studies, project plan approval, and industrial complex plan establishment and approval.
Along with this, the province will focus on attracting major corporations and cutting-edge industries to the Cheonan National Industrial Complex, while continuously consulting with related organizations on business methods and administrative procedures.
The province plans to check the progress of the Hampyeong relocation on a quarterly basis and hold regular working-level consultations with the Animal Resources Development Division when necessary.
During the reception, Governor Park stated, "As the Cheonan livestock breeding station is the gateway entering Chungnam from the metropolitan area, we will build the Cheonan National Industrial Complex into a landmark representing Chungnam." He added, "We must accelerate the project as soon as possible to make it a land of opportunity where businesses and youth flock."
He further noted, "This shortening of the relocation timeline will serve as an opportunity to secure an early landing of the national industrial complex creation on its proper track."
Expressing his gratitude to Mayor Lee for the hard work of Hampyeong County and related organizations as well as the bold cooperation of the residents, Governor Park emphasized that they should work together to solve pending issues of the relocation project and tasks for co-prosperity.
Mayor Lee requested Governor Park that the province continue to show interest and cooperate so that the relocation of the Cheonan livestock breeding station to Hampyeong can proceed without a hitch.
The Cheonan National Industrial Complex covers an area of 4,169,000 square meters around Sinbang-ri, Seonghwan-eup, with an invested project cost of 1.6 trillion won. The targeted industries include future high-tech sectors such as artificial intelligence (AI), semiconductors, displays, and secondary batteries.
