SEOUL — A South Korean court has ordered the formal dissolution of a shell company that operated an illegal, unbacked surety insurance scheme, issuing over 200 billion won in worthless financial guarantees while pocketing billions of won in fees.
The Seoul Central Prosecutors’ Office announced Friday that the court granted a dissolution order on Dec. 3 against the firm, identified as Corporation A. The company had allegedly issued 200.2 billion won ($144 million approx.) in unauthorized guarantee policies without holding the necessary capital or regulatory licenses.
According to investigators, the firm masqueraded as a legitimate insurer targeting local municipal governments and public institutions. It offered financial bonds covering public sector liabilities—including land restoration fees, infrastructure construction costs, and local taxes. While Corporation A collected approximately 3 billion won in issuance fees, it systematically defaulted on all actual payout claims.
The fallout hit public agencies hard. At least three municipal governments that won civil lawsuits against the firm were unable to recover roughly 1.4 billion won because the company possessed virtually no assets or liquidity to settle judgments.
Authorities revealed that the company’s operators functioned with near impunity for over a decade. Exploiting legal loopholes where past violations of the Insurance Business Act carried only minor financial penalties, the perpetrators routinely rotated executive staff and altered corporate names to keep the scam running.
In August, prosecutors indicted Corporation A alongside six current and former executives—including the chief executive—on charges of fraud, embezzlement, and systematic violations of the Insurance Business Act. Three primary suspects were detained pending trial.
The prosecution sought the rare corporate dissolution measure due to the firm’s repeat offenses—having been penalized seven times previously without reforming—and the deeply organized nature of the fraud. Officials confirmed that the website utilized to facilitate the illicit operations has been permanently seized and shut down.
"Beyond traditional prosecution and enforcement duties, we serve as guardians of the public interest," a spokesperson for the Prosecutors' Office said. "We will continue to take decisive action to shield citizens and public institutions from predatory financial crimes."
